Solid Waste Rates

2021 to 2023 Solid Waste Rates

We are a part of the South Bayside Waste Management Authority (SBWMA). The SBWMA is comprised of 11 local agencies including Belmont, Burlingame, East Palo Alto, Foster City, Hillsborough, Menlo Park, San Mateo, County of San Mateo and the West Bay Sanitary District. The SBWMA assists each member agency in managing its franchise agreement with our contracted waste hauler, Recology.

How Fees are Calculated

Each year, Recology submits a compensation application. The compensation application details all of the collection costs and disposal expenses at Shoreway Environmental Center and our franchise fee, as well as other fees. The compensation application includes an estimate of the revenue required to pay for collection services in the coming year. The difference between the revenue and the projected revenue requirement is used to determine the recommended rate adjustments needed by each agency to pay for these services as of January 1 of each year.

The 2021 - 2023 Solid Waste Rates Public Hearing was held May 24, 2021.

Proposition 218: Right to Vote on Taxes

In 1996, California Voters approved Proposition 218 adding a number of procedural requirements for local governments to raise property related assessments and fees, such as sewer and garbage rates, including the need to:
  • Provide written notice to the owner of each parcel upon which a property-related fee or charge will be imposed;
  • Hold a public hearing at least 45 calendar days after the mailing of the notice;
  • Receive and tabulate written protests. A property-related fee or charge may not be imposed or increased if a majority of affected property owners submit written protests.

Solid Waste Rate Reduction Program

This program applies to residential, single-family Recology customers in San Carlos. Qualification is based on gross annual household income, similar to qualification standards for PG&E’s CARE Program. Residents who receive the PG&E CARE discount on their monthly PG&E bills automatically qualify for the 10 % Solid Waste Rate Reduction Program. If you think you qualify for the PG&E CARE Program but have not yet signed up, contact PG&E.
