The current franchise agreement is held by Allied Waste Services of San Mateo County and expires on December 31, 2010.

The proposals start an evaluation and selection process which will culminate in the roll out of dramatically expanded and more convenient recycling and organics (plant materials and food scraps) collection programs for residents. Today we are at a tipping point where annual General Fund expenses are exceeding General Fund revenues.  This is true even with the use of what used to be Capital Project funds and several years of cuts in City Services and Staffing (net loss of 13 positions since 2001). This approach to the City Budget is not sustainable in the long term – particularly in light of the current downturn in the economy and the potential of further revenue cuts from the State.  It is time to begin a dialog on where we go from here.  2 hours 23 minutes
