SAN CARLOS, CA – July 25, 2012 – San Carlos City Manager Jeff Maltbie announced the appointment of Jay Walter to become the Public Works Director for the City of San Carlos effective July 30, 2012.  In this position, he will be responsible for the City's Public Works Department which includes managing the City’s Engineering, Fleet Maintenance, Street Maintenance, Traffic Maintenance, Sewer Maintenance and Stormwater Maintenance divisions as well as staffing the City’s Transportation and Circulation Commission. 

Jay will be taking over the position from Al Savay, the City’s Community Development Director who has also been serving as the City’s Interim Public Works Director since May 2011.  His starting annual salary with the City will be $169,788.

Jay Walter comes to the position of Public Works Director in San Carlos after serving as the Public Works Director for the City of San Luis Obispo for 7½ years.  His responsibilities included delivery of San Luis Obispo’s Capital Improvement Plan (CIP), managing Engineering Design and Construction, Stormwater Management, Street Maintenance, Parks Maintenance, Tree Maintenance, Facility Maintenance, Fleet Maintenance, Transit Services, and Parking Services for the City’s Downtown area.  Prior to that, Jay served as City Engineer for three years. 

During his time with the City of San Luis Obispo more than $100 Million in CIP projects were constructed.  Jay also assisted in two voter-approved amendments to the City Charter. These charter amendments provided flexibility and additional funding for City projects.

Prior to that time, Jay worked for CalTrans for nearly 20 years.  His experience with Caltrans includes serving as District Traffic Engineer, Chief of Maintenance and Operations, and head of Capital Projects Construction.  He finished his career with Caltrans as the District Director in San Luis Obispo, which included responsibility for State Highways along the coast from Santa Barbara to Santa Cruz.  During his time with Caltrans more than $125 Million in freeway construction was completed and several roads and bridges were rebuilt after major storms and flooding.

Jay is a native of California, having grown up and attended high school in nearby San Mateo.  He went on to earn a Bachelor of Science degree in Civil Engineering from California Polytechnic State University at San Luis Obispo in 1983.  He is a registered Civil Engineer and Traffic Engineer in California, and his professional affiliations include the American Public Works Association, the Institute of Transportation Engineers, and the League of California Cities Public Works Officers.

City Manager Jeff Maltbie said that the appointment of Jay Walter as the new Public Works Director came after a statewide search performed by an Executive Search firm that drew over 60 applicants for the job.  Maltbie added that "I am pleased to announce the appointment of Jay Walter as the City’s new Public Works Director.  He will bring a wealth of experience and talent to San Carlos at a time when the City is once again able to fund a number of capital improvement projects to improve parks, facilities and infrastructure."
