A six-month pilot program from February through July, 2012 was begun to allow off-leash dogs at restricted areas in Burton and Highlands parks.  The designated areas are Burton Park Flanagan Field (east side) and Highlands Park Stadium Field (north end).  The pilot program has been a success, and is being continued with the proviso that the Parks & Recreation Director, or designee, retains the right to modify, suspend, or terminate the off-leash program as deemed necessary.  The City expects a continued level of oversight from the dog owners group as was provided throughout the pilot program and will work cooperatively with dog owners and other key stakeholders to ensure the success of the program.

The off-leash program at both Highlands and Burton parks will be closely scrutinized to ensure they are in compliance with the terms and conditions as set forth by the Parks & Recreation Department.  The off-leash program will be added as a standing item to the Parks & Recreation Commission agenda to provide a status report on the program.
