On May 4, 2007, the City released the draft Economic Development Plan developed by the Rosenow Spevacek Group (RSG). The draft document is almost 70 pages in length and includes a proposed Economic Development Plan and Strategies in each of the 4 key areas in San Carlos (Harbor Industrial Area - HIA, East Side, Laurel Street and El Camino Real Corridor) as well as operational recommendations.
