Wheeler Plaza Redevelopment
The Redevelopment Agency of the City of San Carlos is looking to redevelop an approximately 1.5 acre site owned by the City that is located one block west of El Camino Real, immediately southwest of the intersection of San Carlos Avenue and Laurel Street. The Site is located directly behind prime retail frontage along Laurel Street and San Carlos Avenue.
The Redevelopment Agency also owns two parcels adjacent to Wheeler Plaza - a retail building on one side (fronting on San Carlos Avenue) with 3 stores and a 6 unit rental housing development on the other side of the parking plaza. These properties are also part of the Wheeler Plaza Redevelopment process.
Silverstone Communities Selected
On Monday, February 9, 2009, the City Council directed staff to begin negotiations with Silverstone Communities to enter into an agreement with the City. Once the agreement is completed and approved by the City Council, Silverstone Communities will develop designs and plans to redevelop Wheeler Plaza and to partner with the City on an extensive public participation process on this site.
Request for Qualifications (RFQ) Process
In October 2008, the Redevelopment Agency issued a Request for Qualifications (RFQ) for qualified firms or individuals to redevelop an approximately 1.5 acre site located at the entrance to downtown San Carlos, referred to as Wheeler Plaza. The Agency is seeking proposals to redevelop the Site into a mixed used project including housing atop ground floor commercial. The potential developer would need to replicate the parking on the current site as well as parking spaces needed for the proposed development.
The Redevelopment Agency received 10 responses to the RFQ process. These responses were reviewed and the responding firms were interviewed by the City Council Wheeler Plaza Subcommittee, Community Development Director Al Savay, Economic Development & Housing Development Manager Mark Sawicki and Frank Spevacek from Rosenow Spevacek Group (RSG).
Two finalist firms were selected by this group to be interviewed by the City Council at the January 26, 2009 City Council Meeting. The City Council interviewed both of the finalist firms at their January 26, 2009 meeting, discussed the item and then took the matter under advisement. The City Council is scheduled to discuss the selection of a firm to enter into an agreement with the City to develop designs and plans to redevelop Wheeler Plaza and to partner with the City on an extensive public participation process about this site at the February 9, 2009 City Council Meeting.
