The General Plan Update Process

The General Plan Advisory Committee has finished considering Goals, Policies, and Actions for various elements of the General Plan Update. The elements have been synthesized into a comprehensive document, which will be reviewed by the Planning Comission and City Council on September 21st and October 12th in meetings open to the public.

The General Plan Update process is expected to take approximately 18 to 24 months to complete. The major phases of work are described below:

  1. Existing Conditions: Data about existing land use, housing, transportation, environmental resources, and public services will be collected to provide background information for the General Plan Update. A "Briefing Book" will be prepared to discuss the existing conditions information most important to the General Plan Update.
  2. Visioning: Through the visioning process language will be developed that articulates the core values and desires of the community as they relate to the General Plan. The Vision will guide and inform the development of more specific policies later in the update process.
  3. Alternatives: The General Plan team will prepare land use and policy alternatives to address key issues identified in the existing conditions research and visioning process. An "Alternatives Workbook" will be prepared to assist the community evaluate the alternatives and select a preferred alternative for inclusion in the General Plan.
  4. Goals and Policies: The General Plan Advisory Committee(GPAC) will work with the City staff and consultants to revise policies in the existing General Plan and add new policies as needed. This policy development will occur at GPAC meetings that will be advertised and open to the public.
  5. Draft General Plan & EIR: Once the goals and policies are complete, the draft General Plan will be distributed for public review and comment. An Environmental Impact Report (EIR) analyzing environmental impacts from the General Plan will be prepared and released for public review simultaneously with the General Plan.
  6. Final General Plan & EIR: A Final General Plan Update will be prepared that responds to comments received on the Draft General Plan and EIR. After review by the public, GPAC, planning Commission, and the City Council, the Final General Plan will be formally approved and adopted by the City Council. A Final EIR will also be certified at this time.
