  • Zoning Map (1MB PDF, PDF icon) and Zoning Ordinance (PDF, PDF icon)- The Zoning Ordinance implements the General Plan and regulates land use within the City.
  • The California General Plan Glossary (376kB PDF, PDF icon)- The California General Plan Glossary defines over 400 terms used in preparing and writing general plans in California. The aim of this Glossary is to ensure that every user understands the Plan and interprets it in the same way.
  • East San Carlos Specific Plan (ESSP) and map - A Specific Plan combines the general goals and objectives of the General Plan with detailed standards for a defined area. The purpose of the ESSP is to monitor and guide the redevelopment of the eastern portion of the City in order to facilitate optimum land use, the maintenance and growth of the economy, tax revenue and employment generated within the area.
  • West Side Specific Plan (WSSP) and map (1MB PDF, PDF symbol)- A Specific Plan combines the general goals and objectives of the General Plan with detailed standards for a defined area. The WSSP contains detailed objectives, policies and plans for the commercial area of San Carlos west of the railroad tracks.
  • Downtown Urban Design Guidelines - The Downtown Urban Design Guidelines are an overlay to the existing City codes, ordinances, and plans and provide design and planning guidelines. These guidelines apply to any work that affects the exterior appearance of an existing building or the construction of a new building.
  • 2003 Draft East Side Specific Plan (ESSP) - The 2003 draft East Side Specific Plan’s goal is to provide a mix of land uses in East San Carlos that strengthens and preserves existing residential neighborhood, balances economic base and mixture of uses, expands shopping and employment opportunities and increases net fiscal benefits to the City. Implementation of the proposed project assumes the possible development/redevelopment of approximately 1.7 million square feet of commercial and industrial land uses, 140 hotel rooms and 160 dwelling units over a period of ten to twenty years within the eastern portion of San Carlos. Please note that this draft document has not been adopted by the City Council.
  • Economic Development Plan (PDF, PDF icon)- The Economic Development Plan provides a business plan for the City that will guide the City's investment in economic development incentives. These initiatives are designed to remove impediments to business development and growth. By improving the community's business climate, the City will enhance its municipal revenues thus ensuring continued or enhanced municipal services. The Plan includes background data, implementing policies, and implementation initiatives.
  • 2006 Natural Resources Task Force Report (369kB PDF, PDF icon)- Report issued by the Natural Resource Task Force containing goals, policies and actions relating to general natural resources issues, conservation and resource management, creeks and watersheds and open space. This report built upon the 2001 San Carlos Sustainable Community Work Plan which contains a five year plan to promote environmental stewardship in San Carlos.
  • 2007 Flooding, Land Use and Creeks (FLUC) Recommendation Report (141kB PDF, PDF symbol) -The Flooding, Land Use and Creeks ad hoc advisory Committee report of recommendations to the City Council including creating an enforceable riparian ordinance, providing better public information for creek side property owners, establishing a watershed plan, working with neighboring jurisdictions and enhancing City Staff communication and training regarding creek policies.
  • 2003 Downtown Citizens’ Retail Advisory Committee Report (812kB PDF, pdf icon)- This is the final report of the findings and recommendations of the Downtown Citizens’ Retail Advisory Committee which met in 2003. The committee was charged with assessing the strengths and weaknesses of the downtown and identifying strategies for supporting its economic vitality.
  • 2006 Real Estate Market Study (PDF, PDF icon)- This is a citywide economics and real estate market study. In preparing this study, the City's objectives included to have this study serve as a guide as to how much and what types of real estate development is realistic over the next 20 years in order to facilitate effective land use planning, to provide input for the City to pursue economic development strategies which are supported by market forces and to recommend strategies for the City to enhance its long - term fiscal position. This document was a resource in preparation of the Economic Development Plan.
  • Master Environmental Assessment (165kB PDF, PDF icon)~ Multifamily - The Master Environmental Assessment (MEA) is an environmental document prepared to analyze any potential environmental impacts associated with the future redevelopment of existing single family homes with multi-family development within the western perimeter of the Downtown area. The purpose of this study is to assess whether these multi-family developments in combination with one another would create a significant environmental effect as defined by the California Environmental Quality Act (CEQA). The conclusions of the MEA was that the cumulative multifamily development of these parcels currently containing single family homes would not result in significant environmental impacts.
  • 2003 Bicycle Transportation Plan - Priorities for implementation of the San Carlos Bicycle Program are outlined in the 2003 Bicycle Transportation Plan as recommended by the The Bicycle and Pedestrian Advisory Committee. The plan was adopted by the City Council on October 13, 2003. It has been approved by the City/County Association of Governments (C/CAG) of San Mateo County, the California Department of Transportation (Caltrans), and the Metropolitan Transportation Commission (MTC).
  • Grand Boulevard Initiative - The Grand Boulevard Initiative is a collaboration of 19 cities, San Mateo and Santa Clara counties, and local and regional agencies united to improve the performance, safety and aesthetics of El Camino Real. The initiative is looking to rethink the corridor’s potential for housing and urban development, balancing the need for cars and parking with viable options for transit, walking and biking. Stretching from Daly City to San Jose, the vision is of a boulevard that connects communities by a mix of land uses designed to attract people.
  • C/CAG Regional Housing Needs Allocation - State law required ABAG to determine the existing and projected housing need for its region by allocating the regional housing numbers provided by the State of California Department of Housing and Community Development to every individual city and county. All cities and the county in San Mateo County decided to join together to create a Regional Housing Needs Allocation “subregion”, an ad hoc joint powers authority formed specifically to locally administer ABAG’s RHNA process. This allowed an opportunity for all San Mateo County cities and the County to negotiate trades between willing partners. San Carlos was allocated a total of 599 housing units.
  • ABAG Priority Development Areas & Map (122kB PDF, pdf icon) - FOCUS (short for Focusing Our Vision Initiative) is a Bay Area, multi-agency effort to promote "smart growth" in the region. Among its many tenants is an emphasis on housing supply, choice, affordability and co-location around transit corridors and nodes. The area surrounding the Depot Station and the proposed Transit Village has been designated by ABAG as a priority Development Area. PDAs represent infill development opportunities within existing communities. According to ABAG, these communities welcome more residents and are committed to creating more housing choices in locations easily accessible to transit, jobs, shopping and services. The regional agencies are working to develop a program of technical assistance, planning grants, and capital funding for local governments undertaking PDA development. With PDA designation, San Carlos is in a position to receive funding for studies, station access improvements, pedestrian amenities, connectivity measures and other transit-oriented development features.
  • Sustainable San Mateo County - Sustainable San Mateo County seeks to create a broader awareness of the sustainability concept and is dedicated to the long-term health of our county’s economy, environment and social equity. The goal of sustainable thinking is that we meet our current needs while preserving the ability of future generations to meet their needs. The 2007 Indicators for a Sustainable San Mateo County: A Yearly Report Card evaluated 32 indicators of the sustainability of our region’s well being. The 2007 Report highlights progress reports from 19 local cities, including San Carlos.
  • Parks Master Plan - (draft-action, pdf icon) The City is embarking upon the preparation of its first-ever master plan for all of its parks, open space areas, buildings, and other recreational facilities. The purpose of the master plan is to provide the City with a long term vision for its park system, by identifying needs and creating a plan of action to implement needed improvements and changes to the existing parks system. The plan will also include a strategy for funding the capital improvements, and for ongoing operation and maintenance. The planning process will include numerous opportunities for the community to take part, through public meetings, workshops, focus groups, stakeholder interviews, website outreach, and a scientifically valid telephone survey.
  • Historical Resources Inventory, 1991 - This report was prepared by the San Mateo County Historical Association and the San Mateo County Historical Resource Advisory Board under contract to the City. Its purpose is to create a citywide survey of cultural resources in order to include them in the comprehensive community planning process.

    • 5 Year Redevelopment Implementation Plan (258kB PDF,pdf symbol) - Third Five-Year Implementation Plan & Ten-Year Affordable Housing Compliance Plan 2005 - 2009 Pursuant to California Community Redevelopment Law, Health, and Safety Code , this Plan presents the goals and objectives that will guide redevelopment and affordable housing implementation activities in the Project Area; the specific programs, projects, and expenditures for the five-year term (2004-05 through 2008- 09) of this Plan; an explanation of how the projects will eliminate blight in the Project Area; and an explanation of how the Agency’s affordable housing projects and expenditures will implement the low and moderate income housing requirements of the Law.

  • Guiding Principles Adoption Template FINAL - The Guiding Principles for El Camino adopted by the Grand Boulevard Task Force have now been endorsed by more than 10 local governments. For San Carlos, these Guiding Principles will need to be brought to the City Council for adoption approval.
