2030 Draft General Plan - Public Review

In California, General Plans serve as the “Constitution” for all future development in cities. The General Plan provides the fundamental basis for the City’s land use and development policy, and represents the basic community values, ideals and aspirations to govern a shared environment over the life of the General Plan.

The General Plan addresses all aspects of development including land use, environmental management and sustainability, traffic and circulation, housing, parks and recreation, and other topics. The General Plan’s policies are implemented through the Municipal Code, which includes the Zoning Code, Building and Construction Code, Subdivision Ordinance and other City regulations.


Housing Element - The Housing Element addresses the statewide housing goal of “attaining decent housing and suitable living environments for every California family.” The planning period for this Housing Element is 2009 to 2014.
