Standard Permit Application Forms in Silicon Valley
Early in the software development stage of Smart Permit, it became apparent that it would be very important to standardize the Building, Planning, Public Works and Fire permit applications used by the government agencies in Silicon Valley. This would make the permit process easier for businesses, property owners, architects and developers in Silicon Valley since they would only need one form regardless of where a project was located. This is in contrast to the past practice of a different form for each government jurisdiction. Having standard forms also benefits the government agencies since it enables them to share the cost of an automated, Internet-enabled permit system rather than having to start from scratch in each agency.

Standard Building Application Form
Recognizing the value of Uniform Permit Forms, the Peninsula Chapter of the International Conference of Building Officials (ICBO) developed a Uniform Building Permit Application for use in Silicon Valley. This form has been "tweaked" by the Smart Permit Pilot Agencies and the "BASP" Software Consortium. It is now in use in San Carlos as well as the agencies listed below.

Standard Public Works Application Forms
The next step in the program was the development of 2 standard Public Works encroachment permit application forms. This work was recently completed and the City of San Carlos began using these new forms on Friday, October 9, 1998. The agencies listed below are either using the forms as well or will be doing so shortly.
