Definition
This confidential position is responsible for providing staff support to the Human Resources Manager in the daily administration of confidential and sensitive human resources issues. The Human Resources Technician performs a wide variety of professional human resources tasks relating to recruitment and selection, labor relations, classification and pay, workers’ compensation, training, and salary administration. The incumbent is expected to have an understanding of procedures, policies, and laws dealing with human resources activities; maintain confidentiality; and establish effective relationships with a variety of groups and individuals.
Supervision Exercised And Received
Receives general supervision from the Human Resources Manager. The Human Resources Technician may exercise supervision over clerical employees.
Essential And Important Duties
- Creates and distributes job announcements, composes and places ads, updates and monitors recruitment information on the City’s website, and responds to inquiries regarding recruitments.
- Participates in the candidate selection process by evaluating applications and deciding which candidates’ training and experience are the best fit for the position.
- Responsible for the preparation of all correspondence regarding recruitments.
- Develops examination schedules and arranges for pre-employment processing,including physical examinations and fingerprinting; reviews fingerprinting results and makes recommendations to Human Resources manager, if necessary.
- Coordinates recruitment and selection activities to include developing recruitment methods; reviewing, selecting and developing selection methods, and participating in the oral board interview process as a facilitator and/or panel member.
- Orientates oral board panelists on interview process and procedures and ensures the integrity of the recruitment process.
- Conducts position classification studies; prepares and revises class specifications.
- Performs salary and benefit studies for current and new classifications.
- Processes Personnel Action Notices regarding appointments, promotions, leaves of absence, pay/step increases, terminations and other actions affecting an employee’s status and pay and processes payroll.
- Conducts new hire orientation; explains employment and benefit policies and programs; assists employees with forms and other paperwork.
- Trains supervisors on the use of human resources forms and processes.
- Establishes and maintains varied records and files for employees and assigned human resources functions.
- Initiates the performance evaluation process by notifying department heads and City Manager of upcoming and overdue evaluations; processes salary step increases and/or pay for performance related to performance evaluations.
- Researches and recommends training programs and training options; maintains training records.
- Surveys, compiles, and prepares a variety of reports regarding labor relations issues, including labor negotiations.
- Assists with major research or administrative projects; compiles and analyzes data pertaining to personnel program policies and issues.
- Researches, compiles and summarizes a variety of information to prepare periodic and special reports; prepares correspondence and a variety of reports and written materials.
- Prepares draft reports and makes recommendations on policies and procedures;independently prepares correspondence; performs specialized projects as assigned.
- Assists in the development and implementation of new human resources programs/procedures.
- Interprets and applies rules, MOU’s, policies and procedures.
- Provides information concerning human resources policies, procedures, wage rates and terms of labor contracts to City staff, other agencies, and the public; responds to compensation and classification survey requests.
- Establishes and maintains effective working relationships with employees, outside agencies and the public.
- Adheres to Council agenda material deadlines and follows up with the City Clerk’s office on the outcome of resolutions presented to Council for approval.
Job-Related And Essential Qualifications
Knowledge of principles and practices of public human resources management;health, retirement, and benefit programs; statistics; and correct English usage, including grammar and vocabulary. Knowledge of human resources policies and procedures relating to recruitment, selection, compensation and related areas.
Ability to effectively coordinate a wide variety of tasks related to human resources programs; maintain confidentiality; and work effectively with staff from a variety of City departments; exercise sound professional judgment; effectively communicate both orally and in writing; prepare clear, concise and logical reports; and build credibility and establish trust among co-workers and management. Ability to give general interpretations regarding human resources programs and City policies to employees, departments, outside agencies, and the general public; and perform human resources work with minimal supervision.
Skills to provide varied, responsible and technical human resources support to the Human Resources Manager; use initiative and independent judgment within established guidelines; use tact, discretion and prudence in establishing and maintaining effective working relationships with those contacted in the course of work; analyze and resolve human resources-related issues and problems; research, compile and summarize a variety of labor relations subjects; and organize work, set priorities, meet critical deadlines and follow up on assignments with minimum supervision.
Education And Training
A typical qualifying background would be the equivalent of a Bachelor’s Degree from an accredited college or university with major study in human resources, business or public administration or a closely related field supplemented by specialized human resources training, administrative training or a closely related field. Five years of increasingly responsible human resources, administrative support or closely related experience is required. In addition, experience in general human resources administration or administrative support service in a public setting is desirable.
