The City Manager's Department provides the overall management of the City, execution of City Council policy and ensuring that the City of San Carlos remains the "City of Good Living."

The City Manager's Department also is responsible for legislation, management of the City's Cable TV and Garbage and Recycling franchise agreements, coordinating the City's Green Initiatives and providing staffing for the San Mateo County Telecommunications Authority (SAMCAT).
