Subject: Report to Council - San Carlos Selected as Wireless Silicon Valley Concept City
The City of San Carlos has been an active participant in the Wireless Silicon Valley project since its inception. The goal of the project is to bring a ubiquitous, multi-frequency Wireless Broadband Network to Silicon Valley.
Since the start of the project, every City in both San Mateo County and Santa Clara County has signed up to participate in Wireless Silicon Valley along with agencies in Alameda and Santa Cruz counties (see attached list of participating agencies). After a two month Request for Proposal (RFP) process, 7 vendors/vendor teams responded to the RFP. The participating agencies evaluated the RFP responses and the team of Silicon Valley Metro Connect which includes IBM, Cisco, Azulstar and SeaKay was selected.
The agencies are now working with the Silicon Valley Metro Connect vendors on a Model Agreement and Enhanced Services Agreement as well as a Governance JPA. These documents will come before each City Council for approval later this year.
While the final work on these three agreements is underway, the agencies and Silicon Valley Metro Connect decided that it was time to move ahead with the Concept City phase of the project. In this phase, a 1 square mile Proof of Concept Wireless Broadband Network will be installed in one City in San Mateo County and one City in Santa Clara County.
San Carlos has been selected to serve as the Concept City for San Mateo County. A Concept City proposal has been submitted to the City by Silicon Valley Metro Connect and has been approved (see copy attached). It calls for the deployment of a Wireless Broadband Network in a 1 square mile area in San Carlos for up to 120 days.
The Proof of Concept network will initially be a closed system used by the vendor to tweak and finalize network equipment and design. As the testing proceeds, the City staff will be brought into the test along with representatives from other Wireless Silicon Valley agencies. It may also involve some testers that are within the 1 square mile test area.
In San Carlos, the Concept City area will be an area roughly bounded by Holly Street, Industrial Road, Howard Avenue and Oakhurst Street (see attached map). It will cover several key sites in San Carlos including City Hall, Central Middle School, Burton Park, Youth Center, SamTrans Headquarters, San Carlos CalTrain Station, Fire Station # 13, Laureola Park and the City Corporation Yard.
