Dear Chief _______,

On behalf of the City of San Carlos, I want to thank you for your agency’s participation in our discussions on options to provide Fire Services in San Carlos starting on July 1, 2006. We have been fortunate to receive proposals for Fire Services from our neighboring Fire Agencies which would serve us well in this area.

As we get ready to enter the next phase of this process, there has been interest expressed in obtaining more detailed criteria that the City of San Carlos would be using in evaluating the three Fire Agency proposals in this process. With that in mind, the San Carlos City Council was asked to review and approve such criteria for 3 different fire service scenarios. They took such action at their last meeting on November 28, 2005. The approved criteria is included as attached.

What I would like to ask you and your agency to do is to take these criteria and use it to fine tune the Fire Services proposal that you have already submitted to San Carlos. Since we have much of the information that is already needed in this process, I am hopeful that this next step will be fairly straightforward and will take us closer to the time when we can analyze and ultimately negotiate an Agreement with one of the three Fire Agencies in this process to provide Fire Services in San Carlos starting in July.

Key Components of Contract for Fire Services in San Carlos

The key components of these detailed scenarios are as follows:

  • 2 Engine Companies with Paramedic Service (one per station) or 1 Engine Company and 1 Truck Company
  • Truck Company Service (based on actual calls or 25% of a percent of agency’s truck service) or 1 Truck Company
  • Fire Marshall & Fire Inspection Services (includes inspections, plan check & prevention)
  • Fire Management and Clerical staffing
  • Emergency Medical Services Officer and Training Officer
  • Facility Maintenance ·Fire Apparatus and Vehicle Maintenance
  • Human Resources and Finance

Here are the three proposed fire service scenarios for San Carlos.You will note that Scenarios 1 and 2 are identical, except one assumes San Carlos will select a different Fire Service provider than the City of Belmont while the other assumes the selection of the same provider.

Provision of Hazardous Materials Unit Service (Service Option)

The City of San Carlos is also interested in looking at continuing to be involved in the provision of the Hazardous Materials Unit Service. This assumes that a) the contracting Fire Agency shares that interest and b) the existing Hazardous Materials Unit agreement with the County ALS JPA can be renegotiated to cover all Hazardous Materials Unit costs. We would be interested in your thoughts on this service option and how you would approach it, if interested.

 

Impact of Vacant Positions

South County Fire Authority currently has 3 vacant positions and may have as many as 6 vacant positions by the end of June 2006. This means that under Scenarios # 1 and # 2 described above, the contracting Fire Agency will need to recruit for and fill these vacancies. We would be interested in your comments on how this matter will be handled in the transition to a contract fire service if your agency is selected and how the addition of these 3 new positions on to your agency’s payroll will affect the cost of your proposal for Fire Services to San Carlos.
