Item Title: Discussion of Meeting Format - Special Council Meeting on April 18, 2011 for the Presentation of Fire & Emergency Medical Services (EMS) Proposals to the City of San Carlos and Potential Direction to Staff by the City Council on the Proposals

Recommendation
It is recommended that the City Council discuss the format of the Special Council Meeting for Fire & EMS Presentations to be held on April 18, 2011 and provide direction to Staff on the 8 suggested meeting elements outlined in the Council Staff Report.  Staff will then work with the City Clerk to insure that the Special Meeting includes these elements.

Fiscal Impact
There is no fiscal impact to discuss the format of the Special Council Meeting to be held on April 18, 2011 for the Presentation of Fire & Emergency Medical Services (EMS) Proposals to the City of San Carlos and Potential Direction to Staff by the City Council on the Proposals.

Background
The City Council has agreed to hold a Special City Council Meeting on April 18, 2011.  This meeting will focus on the Presentation of Fire & EMS Proposals to the City of San Carlos.

Since the announcement of this meeting and the meeting date, the City Manager has received several suggestions and requests about the format of this meeting.  In light of these suggestions and requests, Staff felt that we should bring these items to the City Council at the April 11, 2011 Council Meeting so that they can be reviewed and direction can be obtained from the Council prior to the preparation of the April 18, 2011 meeting agenda.  The suggestions are:
  1. The Special Meeting should include Public Comment on Items Not on the Posted Agenda prior to the start of the Fire Presentations agenda item.
  2. Public Comment should be taken prior to the presentation of the Fire & EMS Proposals to the City Council.
  3. Each Fire & EMS Proposal presentation will consist of a 30 minute (or less) presentation.
  4. Each presentation will be followed by 25 minutes of Council Questions with each Council Member provided with 5 minutes for Questions & Answers.
  5. A period of 5 minutes would be reserved between presentations for setup of the next Fire & EMS presentation.
  6. Council Member Bob Grassilli has requested an opportunity to offer a suggested approach to the provision of Fire & EMS services.  Council Member Grassilli would also receive up to 30 minutes for his presentation and an additional 25 minutes for Council Questions & Answers.
  7. The Council may wish to have the opportunity to discuss and provide direction to Staff at the end of the presentations at the April 18th Special Council Meeting on which Fire & EMS provider to begin a reference check and if positive, contract negotiations for an agreement to be considered by the City Council at a future date.
  8. Alternatively, the Council may wish to schedule the discussion of the Fire & EMS provider options to the April 25, 2011 Council Meeting.  This approach would enable the Council to receive and review a report from TriData, the City’s Fire & EMS Consultants on the pros and cons of each Fire & EMS provider option as evaluated by TriData.  With that information, the Council could then provide Staff with direction on which Fire & EMS provider to begin a reference check and if positive, contract negotiations for an agreement to be considered by the City Council at a future date.

Alternatives
  1. It is recommended that the City Council discuss the format of the Special Council Meeting for Fire & EMS Presentations to be held on April 18, 2011 and provide direction to Staff on the 8 suggested meeting elements outlined earlier.  Staff will then work with the City Clerk to insure that the Special Meeting includes these elements.
  2. Provide the Staff with alternative direction.
