Missions, Objectives & Responsibilites.

1. Missions:

1.1. The San Carlos Bicycle/Pedestrian Advisory Committee (hereinafter B/PAC) will recommend, review, and advise the City Council and staff, and involved community groups regarding policies and programs to make walking and bicycling
on the sidewalks and streets of San Carlos safer for shopping, commuting, and recreation.
1.2. The San Carlos B/PAC shall advise and recommend policies for the planning, development and maintenance of pedestrian and bikeway systems for safe and enjoyable circulation for both utilitarian commuting travel and recreation both within and passing through the city.
1.3. The B/PAC will also recommend, review, and advise other community groups considering pedestrian or bicycle subjects for public activities such as education and safety programs, fairs, registration, insurance, theft protection, etc.

2. Objectives:

2.1. Insure sensitivity to bicycle and pedestrian issues in the design and implementation of all public works projects, which have potential impact on pedestrians and bicyclists.
2.2. Advise the City Council on bicycle and pedestrian matters reporting at least once every six months on its’ recommendations and pending works and programs.
2.3. Participate in any other committee operation, project review, or City program to advise in matters pertaining to bicycle and pedestrian activities as appropriate.

3. Responsibilities:

3.1. Review the General Plan:
3.1.1. The B/PAC shall participate in the development and review of comprehensive bicycle and pedestrian goals, objectives and policies (e.g. a bicycle and pedestrian sub-element of the general plan including nonmotorized transportation objectives, maps of existing and proposed bike routes, including supporting facilities such as bike parking, walkways within the city, as well as those connecting to surrounding jurisdictions.
3.1.2. B/PAC shall also review recommended changes to same bicycle and pedestrian portions of the general plan.
3.1.3. The B/PAC shall work with the City to promote walking and utilitarian and recreational cycling.
3.2. Review of existing conditions:
3.2.1. The B/PAC shall review and comment on the functional classification and physical condition of existing bicycle paths, lanes and routes (CALTRANS Class I, II, III facilities respectively) within the City.
3.2.2. The B/PAC shall identify all current road hazards, obstruction, site access restrictions, circulation impediments (e.g. to airports, transit stations, across freeways, bridges, etc) as they affect pedestrians and cyclists.
3.2.3. The B/PAC shall review and comment on the physical condition of existing pedestrian crosswalks within the city as appropriate.
3.2.4. The B/PAC shall inventory the current provision of bicycle parking facilities within the City and recommend appropriate bicycle parking technology and locations which would increase use of bicycles for commute and other utilitarian trips.
3.2.5. The B/PAC may also inventory current provisions for pedestrian crosswalks within the city as required.
3.3. Review of Road and Construction Projects:
3.3.1. The B/PAC shall review appropriate (including state, county, and regional park district) projects that fall within the city’s jurisdiction insofar as they relate to bicycling and pedestrian operations. Designs of these projects shall
be reviewed for accommodation of cyclist and pedestrian’s needs.
Resurfacing projects will be examined to assess feasibility of incorporating improvements such as installing gates in fences, repairing pot-holes, controlling vegetation to increase sight distance, minimizing the use of raised markers and marking signal loop detectors, and the addition of crosswalks will
be considered.
3.3.2. The B/PAC shall evaluate and make recommendations to the City Engineer regarding safety issues for all types of bicycle and pedestrian facilities (e.g. proper signage, street markers, crosswalks, traffic calming and control devices to designate bikeways and crosswalks, regulate traffic, and improve safety and convenience for cyclists and pedestrians.). This includes
provisions to accommodate bicycle and pedestrian traffic during periods of construction.
3.4. Participation in Project Development and Funding
3.4.1. The B/PAC shall make recommendations on capital imp0rovements to increase use and safety of bicycle and pedestrian facilities (e. g> bikeways, signage, pedestrian/bicycle bridges, bike parking facilities, intersection and traffic signals, traffic calming, walkways, etc.)
3.4.2. The B/PAC shall participate in the review, prioritizing, and recommendations of bicycle and pedestrian projects for funding under either Capital Improvements Programs, designated
Transportation Development Act Article 3 funds or other district, county, state or federal bicycle and pedestrian programs.
3.5. Enforcement Advisory Responsibilities:
The B/PAC shall provide input to the City Council and Police Department on the following:
3.5.1. Enforcement of provisions of the vehicle code pertaining to the rights and responsibilities of bicyclists and the resulting effect on accidents involving cyclists.
3.5.2. Enforcement of provisions of the vehicle code pertaining to the rights and responsibilities of pedestrians and the resulting effect on accidents involving pedestrians.
3.5.3. Bicycle parking security and theft prevention.
3.5.4. Legislation regarding bicycle and pedestrian travel within the city.
3.5.5. Legislation regarding crosswalk security and accident prevention.
3.6. Role in Educational Activities:
3.6.1. The B/PAC shall participate in the City’s efforts to promote operator (children, youth, and adult cyclist; and motorist's) awareness and competence through education programs, coordinating with County programs where available.
3.6.2. The B/PAC shall participate in the City’s efforts to promote walking and bicycling as viable forms of urban transportation and recreation. The Committee will also participate in other local, regional, or statewide bicycle
promotion activities and take a leadership role in planning and implementing Bike to Work Day/Week.
3.7. Coordination with other governmental organizations:
The B/PAC shall coordinate with other bicycle and pedestrian committees, coalitions, etc. at any appropriate levels (adjoining city, county, area, state, or federal) as appropriate.
