Does the city have a Redevelopment Agency, and, if so, what does it do?
Yes, the city’s Redevelopment Agency was established in 1986. The agency covers approximately 450 acres including the traditional central business district and other commercial/industrial activity centers of the community. It does not cover residential dwelling units that existed at the time the agency was established unless they are part of a mixed-use commercial, industrial, or retail use.

The agency may build or facilitate on- and off-site improvements for private development projects. It does not have the right to acquire property by eminent domain.
The agency has funded all or part of many projects: three grade separations, flood control, new business development, and beautification. It has also sponsored various studies, including traffic, parking, economic, land use/planning, permit streamlining, etc. A summary of Redevelopment Agency -assisted projects is available. Under state law, the agency is required "to increase and improve the community’s supply of low and moderate income (workforce) housing." A portion of the agency's funds are required to be spent on this effort.
