What is the 2+2 Program? The 2+2: Strength in Numbers program is a joint program operated by the City of San Carlos and the San Carlos Elementary School District. Recognizing that both agencies serve the citizens and children of San Carlos, the city and schools formed the 2+2 program. Several times a year, two members of the city council and two members of the San Carlos School Board meet with key staff members from each agency to look for areas where the city and schools can work as a team. The result of the 2+2 program has been increased educational and recreational opportunities in San Carlos. It has been able to improve access to schools, bring more technology to classrooms, and save money for both the city and the school district in the process.
