On Monday, February 13, 2006, the City Council, City Department Heads and the City Treasurer met at the San Carlos Library Conference Room in a Strategic Planning Retreat. Follow-on retreats were held every six months later on Monday, August 14, 2006, Monday, February 26, 2007, Thursday, August 30, 2007 and Tuesday, March 18, 2008 to update these Goals and Objectives as well as establish a Mission Statement, a Vision Statement and Core Values for the City.
