Housing ensures that safe, healthy, and affordable housing is available in San Carlos regardless of income by encouraging and facilitating new development or rehabilitation of units priced for low to moderate income households. 

Annual Reports

The City of San Carlos is the housing successor agency to the former San Carlos Redevelopment Agency. The majority of our housing assets were transferred from the former Agency when it dissolved pursuant to the Dissolution Act in 2012 (enacted by Assembly Bills x1 26 and subsequent legislation). With dissolution, the former Agency's affordable housing rights, powers, assets, liabilities, duties, and obligations, excluding any amounts in the Agency's Low and Moderate Income Housing Fund, were transferred to us. This document reports on housing successor finances and activities as required by law.

Housing Element

In 2015 the San Carlos City Council adopted the Housing Element. The Housing Element promotes the maintenance and development of housing to meet the needs of San Carlos residents. The Housing Element establishes policies and programs to address these needs while maintaining and enhancing the existing character of the community.
Planning is working on a Focused General Plan Update and Zoning Ordinance Revisions, including an updated Housing Element (2023-2031). Visit San Carlos Housing 2040 below to view updates on the project.
