The City of San Carlos’ Affordable Housing Program is intended to increase the housing supply for a broad range of households with varying income levels compared to the median income for San Mateo County. Several Below Market Rate (BMR) housing units, (primarily ownership but some rental units) have been legally restricted to occupancy by households of specific income levels. Additionally, new units may continue to be produced as a result of new development occurring throughout the City. Income levels are determined annually by the State of California Housing and Urban Development Department (HUD) countywide. San Mateo County income limits for 2012 are:

Periodically, these deed restricted ownership BMR units are placed for sale to an income eligible household, as well as rental BMR units becoming available for occupancy to an income eligible household. The City maintains a waiting list for individuals who may be interested in either purchasing a BMR unit and/or renting a BMR unit. When BMR units become available, the City works with a designated real estate agent and/or property management company to begin contacting individuals on the waiting list to determine their interest and eligibility.

Priority is given to households that have at least one individual who either lives or works in the City of San Carlos and/or a school district serving San Carlos residents.


Cherry Street Apartments - This six-unit apartment building near downtown San Carlos includes five two-bedroom units and one one-bedroom unit. Units are available to very-low and lower income level households.

Laureola Oaks - A 16-unit rental townhouse complex accommodates families earning very low and lower-incomes. This development consists of four one-bedroom units, six two-bedroom units and six three-bedroom units. Persons who live and/or work in San Carlos are given a priority to rent the units.

Laurel Theater Apartments- This 42-unit mixed-use development consists of 16 studios, 14 one-bedroom and 12 two-bedroom units. Four units are available to very low-income person households.

Robbins Nest - A six-bedroom shared resident home available to single parents working towards self-sufficiency through job training or education.

San Carlos Elms Senior Care Facility - This 85-unit senior assisted care facility is located near downtown San Carlos and adjacent to City Hall, Library, and close to the Senior Center. Seventeen of the units are permanently set aside for very-low income occupants. The facility consists of 35 studios, 40 one-bedroom units and 10 two-bedroom units. Rent includes all meals in a common dining room.
