The regular meeting of the Arts and Culture Commission was called to order at 5:40 P.M. by Megan Mahar.

Art in Park proposal from Paul Soares
Approval of Minutes
Minutes of February 5, 2007 were reviewed.Motion made to approve the minutes as written, M/S Aydelott/ Mahar.Motion carried 3:0.
Unfinished Business
a. Art and Culture Award Criteria
Commissioners reviewed the draft document. Motion made to accept the San Carlos Art and Culture Award draft proposal developed by Commissioner Aydelott. M/S Aguirre/Mahar.Motion carried 3:0.
b. Display of Artwork from China
Commissioners reviewed several City sites as potential locations for permanent display of four (4) artwork pieces gifted to the City by the City of Zhang Jia Jie in Hunan, China. Discussion included City Hall Conference rooms and hallways. Motion made to invite the Fine Arts Association to assume the role of administering and managing rotating artdisplays in City owned facilities, and to include the artwork from China and displays of local artists’ works in the displays. M/SAydelott/ Mahar. Motion carried 3:0.
c. Laurel Street public art plan discussion
Postponed to April meeting.
New Business
a. Arts and Culture Grants
The commission received applications from five (5) local art and culture organizations including: San Carlos Fine Arts Association, San Carlos Museum of History, San Carlos Villagers, San Carlos Children’s Theater and Peninsula Arts Council. Motion made to award an $800 grant to each of the five applicants for a total of $4000 in grant funding for the 2006-07 fiscal year. M/S Mahar/ Aydelott. Motion carried 3:0.
Committee Reports (informational)
a. Sister Cities (Mahar)
Commissioner Mahar reported on the success of the first sponsored speakers series, “Western World through Arab eyes”.The event sold out. Tickets were $20 each. Additionalhosted lecture events will be planned on a quarterly basis.
b. San Carlos Museum (Mahar)
Commissioner Mahar reported on the recent Treasurer Hunters event for middle school youth. Fifty (50) youth participated and were each given a copy of “San Carlos Stories” to guide them on the hunt.
The museum is now open every Saturday.
A publisher requested museum photos for a private author book. The museum board consulted with the Attorney, who found that museum items are privately owned and not considered public domain. The board will research and develop policies and procedures before supporting requests for photographs.
c. San Carlos Fine Arts Association (Hoffman)

d. Peninsula Arts Council (Aguirre)
Commissioner Aguirre reported that the “Arty-Gras” fundraiser event was attended by 80 people. Fundraising efforts were successful with ticket sales, sponsorships and auction.
e. Concert Series (Aydelott)
Commissioner Aydelott reported that 8 concerts have been sponsored for 2007 and a new sound support contract has been secured.
