Also in Attendance: Donna Giampaoli Dillard, Recreation Superintendent Changes to the Order of Agenda Chairperson Mahar requested moving items 5a and 6b to the first discussion items to hear the scheduled guest presentations first. Correspondence a. San Mateo Times article “Art Sharing”b. Invitation to Dedication of “Stone Horizon” sculpture, City of South San Francisco c. San Carlos Youth Advisory Council Liaison d. ARTshare Nomination Approval of Minutes Minutes of May 1, 2006 were reviewed.Motion made to approve the minutes as written, M/S Strauss/ Aydelott.Motion carried 4:0, Commissioner Aguirre absent.Public Comment Nancy Oliver, 147 Belvedere Avenue, San Carlos Ms. Oliver stated that though she signed up for the service, she is not receiving electronic notices for the San Carlos Arts and Culture Commission; Ms. Oliver reported that the San Carlos Heritage Association hosted the San Carlos History Walking Tour on Saturday, September 9, 2006.15 people participated. Ms. Oliver requested updates on the status of the San Carlos 75th Anniversary sculpture and time capsule.
Unfinished Business a. Sesquicentennial Celebration Presentation by Nancy Oliver, appointed by the San Carlos Arts and Culture Commission to represent the City of San Carlos on this Countywide committee.Upcoming events are listed on the website www.smc150.org.Ms. Oliver reported that the committee plans to develop a composite film featuring all the Sesquicentennial events.An Activity Book for Children focused on San Mateo History is available at the San MateoCountyMuseum.Ms. Oliver will try to have these books available for distribution in San Carlos also.Art work by HeatherSchool students featuring early modes of transportation will be displayed in the San Carlos City Hall Lobby during the month of October. Commissioner Aguirre arrived at this time. b. Diwali Festival Commissioner Aguirre provided an update.Currently, he is confirming performers and soliciting sponsors for the event.Commissioner Aguirre will send out committee assignments and general information for flyer design and website information.Chairperson Mahar reported that she is not available to attend on November 3. New Business a. Review of draft Cultural Grant Application template Commissioners reviewed the draft template.Discussion regarding simplifying the application to one page and developing criteria for grants.Commissioner Hoffman will send the template electronically to Commissioners to work on.Motion made to defer to study session to review grant process guidelines, grant criteria and application templates.M/S Strauss/ Mahar.Motion carried 5:0. b. San Carlos Children’s Theater- informational presentation Members of the San Carlos Children’s Theater (SCCT) Board of Directors, Janet Brinkopf, Outreach Director and Kevin Murphy, Grant Writer, provided an overview of SCCT.Their new goals include:expanding beyond San Carlos to serve surrounding communities; updating marketing tools and image; identifying space for own theater; increasing scholarship opportunities for low income youth.Discussion regarding need for theater venue in San Carlos. c. Holiday Homes on Parade Commissioners reviewed the report provided by Tom Davids.Commissioners noted low community participation as a continued challenge with this event and expressed concern with reports of negative competition last year that impact the community spirit and intent of the event. Commissioners expressed concern with limited communication from the committee and lack of involvement in committee decision making process.Motion made to approve City Arts and Culture Commission co-sponsorship of the Holiday Homes on Parade event, contingent upon Arts and Culture Commission role increased to include approval on marketing materials prior to print, participation in decision making and planning process, and opening sponsorship opportunities to community businesses.M/s Strauss/ Aydelott.Motion carried 5:0. d. City of San Carlos Strategic Plan Update Commissioners received and reviewed the Strategic Plan update, with core values for the City and revised three-year goals. c. San Carlos Fine Arts Association (Hoffman) Commissioner Hoffman reported on recent Fine Arts Association events: - Art Show at San CarlosMuseum of History- July 2006

d. Artshare (Aguirre) Commissioner Aguirre reported that Artshare is currently working on a name change, and the Diamond Awards. e. Holiday Homes on Parade (Strauss) No additional report. f. Week of the Family (Strauss) No Report. g. Concert Series (Aydelott) Commissioner Aydelott reported the Summer Concert Series has concluded.Use of the new mobile stage was well received and attendance continues to be high at these events. Staff Reports a. San Carlos Tree Lighting ProgramCommissioners acknowledged the value of the Tree Lighting event and supported the focus of continuing this event as a celebration of Christmas traditions, without an emphasis on religious beliefs.
