Meeting Agenda7:00 P.M. - San Carlos City Hall, Room 207 1. Roll Call 2. Welcome and Chair Comments 3. Committee Operations and Procedures A. All meetings are open to the public. B. Public comment will be received at the end of each meeting – limited to three minutes for each speaker. C. At the discretion of the Chair, the public may be invited to speak on specific items during the meeting. D. The Committee may develop sub-committees as necessary. E. Members are encouraged to attend all meetings. Recognizing the importance of keeping each organization at the table, committee members may submit the name of one alternate to attend meetings as necessary. Appointees representing neighborhoods and at large groups (having been interviewed and selected by the City Council) may request an alternate subject to this person being approved by the Council. City Commissions or Committees and the School District may also select an alternate if they choose. F. A quorum (50% +1) and the presence of the Chair or Vice Chair will be required to conduct a meeting. G. The City Council has the right to make adjustments to committee membership and procedures as deemed necessary. H. Staff will be active participants at committee meetings but have no vote. I. Following committee review (3 to 6 months) a report and recommendations will be presented to the Parks and Recreation Commission. The Commission will study the report and submit their final recommendation to the City Council. J. The work of this committee will be completed when the City Council receives the final recommendations. 4. Committee Meeting Ground Rules A. Members and the public will respect divergent opinions. B. The chair is expected to keep the meeting on schedule and on point. C. Items not related to the discussion in progress will be “parked” for later discussion, if appropriate. D. Members will request recognition from the chair before speaking. E. Voting decisions will require a simple majority of members present. Minority reports will be accepted and reported in committee minutes. F. Other rules from committee members. 5. Meeting Dates A.
