Meeting Minutes

The meeting was called to order at approximately 7:10 p.m.

1. Roll Call

Chairperson Davids distributed agendas, minutes, and handouts from the meeting held August 18, 2005 and took roll.

2. Approval of Minutes – Minutes from August 18, 2005

Unanimously approved with changes. Change item #3 where it reads “Would any potential use of land cause soil contamination” should read as requested by Kirk Dryden “Are there any soil contamination issues with the land as it currently exists?”

3. Review Data from Staff and Develop Recommendations:

Laura Snideman – Economic Development and Housing Director –

Ms. Snideman complimented the group on the good questions they have been asking staff. She stated she might not be able to give clear and concise answers to all of the questions asked because data is hard to get for commercial property values and sales.

Industrial:

A question was asked as to the availability of four acre parcels in the east side industrial area.Laura responded that a parcel of this size (200,000 sq. ft.) would approximate a land area occupied by PG&E, the BFI transfer station or Home Depot.Parcels of this size are not routinely on the market.Last year there were 10 commercial property sales.Six were for small office condos averaging 4,000 square feet.The remaining four ranged in size from 16,000 sq. ft. to 21,000 sq. ft.Raw data shows a 2% annual turnover rate for the industrial area.

Laura also discussed various challenges in developing industrial zoned property for use as a sports field.Zoning changes, EIR requirements and possible ground contamination must be resolved.

A question was raised as to whether sale of the Chilton and Crestview properties at a combined price of $8 to $10 million would be sufficient to purchase and develop industrial land for field use.The answer was “yes” but many factors must be reviewed before the net gain of field space can be determined.

Ms. Snideman was thanked for her presentation and assistance to the committee.

Barry Weiss presented a table entitled, “City Properties and School Sites – What We Get” dated 9/1/2005, version 2.The Table compared for natural turf and synthetic turf the acquisition and/or development cost, 10 year maintenance cost, and 10 year water usage in gallons for potential new fields in the industrial area and existing field sites.The table also projected the typo of fields (soccer and baseball, softball) which would fit on the site area.All dollar estimates are based on past experience and information obtained from Redwood City.These are considered baseline estimates and are subject to change as cost estimates are further developed.

Greg Harris distributed a chart of “Incremental Hours” for various operating scenarios for a new Crestview Drive park, Carlmont High School, Tierra Linda and Central School.The Central School numbers also include additional school use hours from 8:30 am to 3:00 pm.Committee members were asked to hold this chart for future reference.

Barry Weiss asked Guy Wallace, Parks Superintendent to comment on the condition of existing fields and priority for repair/replacement.Guy responded that Heather is in bad shape and is first on the list.Highlands needs work.Crestview is in good shape if given proper rest.Stadium is next with grading problems.The small field at Central is also in poor condition.

4. Potential School Sites Conversation and Existing Parks Athletic Field Sites Discussion will be continued at next meeting.

The committee began discussion of school sites concentrating on Heather and Tierra Linda.To be continued at the September 15th meeting.
