Bicycle/Pedestrian Advisory Committee - Minutes August 2, 2005

1) Roll Call

2) Approval of Minutes

a. Changes to minutes:

i. In the section “Committee Reports,” item 1 under “Commission Reports” will be changed to reflect committee member Pye’s research on workshops about safe routes to schools.

ii. In the “New Business” item C: “Discussion: Objectives for the coming year,” objective three was changed to:

1. Promote bicycling and walking at San Carlos schools, to include safety clinics, registration, bike trains, “Safe Routes to Schools,” and Bike/Walk to School Days.

iii. In the section “Committee Reports,” item 4 under “Commission Reports” will be changed to reflect that Steve Kauffman is the Vice Principle of Terra Linda Middle School

b. Minutes Approved: Motion/Second: Committee Members Baumgarten/Mansfield

3) New Business

a. Select objectives for the coming year. (See minutes from July 19)

i. The three objectives were reviewed and it was agreed that they would be brought before the full committee for a vote in September.

ii. Modifications to objective three were made as noted in the minutes.

b. Discussion: Identification of major pedestrian destinations

i. Major pedestrian destinations in San Carlos were identified as (in no particular order) :

1. Youth Center

2. Burton Park

3. Starbucks

4. The northeast corner of Arroyo St. and Laurel St.

5. Senior Center

6. All schools

7. Train station

8. The crosswalk and bus stop at El Camino Real and Arroyo Ave.

9. Library

10. Laureola Park

11. San Carlos Post Office

12. Highlands Park

13. The church at the corner of Elm St. and Arroyo Ave.

14. The Holly St. east side overpass trailhead

4) Old Business

a. Status of Cranfield Avenue/San Carlos Avenue Intersection

i. The Traffic and Transportation Commission discussed the intersection. Committee member Mansfield reported that the commission is working on some small-scale solutions, however, they do not address the issue of the location of the stop sign at the end of the Carlmont High School driveway and related visibility issues.

ii. Committee member Harris agreed to make a list of tasks for improvement of the intersection.

b. Status of Art and Wine Festival Bike Parking (October 8th and 9th)

i. Committee member Peale will contact Sheryl Pomerank of the San Carlos Chamber of Commerce about publicity for the bike parking.

ii. The agenda for next month will include a discussion of a possible motion to City Council for bicycle parking requirements for major events.

c. Status of walk/ride workshop

i. Item deferred until Chairperson Panero returns.

5) Recurring Items

a. Problem Intersections

i. Vehicle detectors do not recognize bicycles leaving from the train station entrance at San Carlos Avenue.

ii. The intersection of Olive and Laurel St. is difficult.

iii. Request was made for a report from Sergeant Robbins about a recent collision involving a small child at Morse and Laurel St. as well as the safety of Laurel St. including speed limits.
