3.  New Business

          a) Review the City of San Carlos strategic planning retreat document and discussion regarding item 5 under “Three year goal to improve the Infrastructure”

          A citywide Pedestrian Safety Plan is to be developed in cooperation with the Traffic and Transportation commission and submitted to the city council by June so that Parviz can work out budget estimates.  In places where sidewalk ramps do not exist, the B/PAC will prioritize where new ramps can be installed.  The total amount of ramp construction necessary in the city is a $2 million project and will take many years to complete, as there are 100 places where ramps could be installed.  Ramps would be most likely to be funded in high priority areas, such as near parks and other public places.  It was determined that the next B/PAC meeting would be cancelled, and that instead a workshop would be held on April 4.  Topic adjourned to the workshop on April 4.

          b)  Review of Bicycle Lanes plan for Alameda from Brittan Avenue to Redwood City -City limit.

          Parviz displayed a map of the current situation, and a packet detailing the current status of bike and traffic lanes at the intersection of Melendy and Alameda was distributed.

          c), d), e) Continued to next meeting due to length of meeting.

          f) Signal Sensor At Holly and Industrial.

          Signals detect bikes, but the wait for bicycles at the intersection is likely due to the fact that the signal must go through its cycle no matter what the traffic volume.

g) How safe is San Carlos for Pedestrians and cyclists?

Margaret Pye cited an article she had read in the Independent, with a quote from a citizen: “I’ve had friends killed crossing the street in San Carlos.”  Margaret pointed out that there was one pedestrian fatality in the city in 2005, and no others since the late 1980s.  Parviz stated that perception is a large part of traffic safety, but firm data is required to obtain funding for pedestrian improvements.

 

4.  Old Business

          a) Walk/ride workshop update

          At the 2+2 meeting, the possibility of a workshop was discussed, the more details are needed, and school principals would be able to contribute a maximum of 2 hours to the workshop.  Tony Panero suggested the possibility of an “executive session” for the last few hours of the workshop.  Margaret Pye agreed to create a written proposal for the workshop.

          b)  Reduction of B/PAC to 7 members

          Reduction will be effective March 27.  A new member will be found to represent the schools. 

          c)  Status of a bike parking requirement for Arts and Wine.

          The suggestions of the B/PAC were delivered to the Chamber of Commerce.  Sheryl Pomerenk will respond to the B/PAC in writing within the next two weeks. Chambers in other cities provide space and tables for events, and a few pay the Silicon Valley Bicycle Coalition to provide staffing and information.

          d) Prioritize projects for 2006.

 1.     Bike lanes:  Alameda between Brittan and Redwood City
 2.     Bike route:  
Laurel to Industrial via either Howard or Brittan
 3.     Bike racks:  
Laurel between Arroyo and San Carlos
 4.     Bike route:  Cross town route including Cedar Avenue
 5.     County bike route:  
Old County Road
 6.     Bike route:  Arroyo between Tamarack and Old County Road
 7.     Bike lanes:  Completion of Alameda De Las Pulgas at San Carlos Avenue
 8.     Bike lanes / route:  Downtown San Carlos to Airport / Bay Trail
 9.     Bike route:  Completion of
San Carlos Ave from Belmont to train station
10.    Bike lanes:  
Skyway Road from Redwood Shores to Bay Trail

 

          Margaret Pye moved that the list of projects with stated priorities be forwarded to Parviz.  Motion carried 5:0   

                  

5.  Recurring items – not discussed, as time for this meeting was limited.

    Meeting adjourned at 9:04 p.m.  Next gathering of the B/PAC will be at the April 4 study session.
