i.     Presentation to retiring Councilmembers Donald Eaton and Michael King.

 

ii.   Comments by Councilmembers.

 

iii.  Administration of Oath of Office to newly-elected City Councilmembers.

v.    Mayor to call for nominations for Vice Mayor.

5.       Council Communications and Announcements

 

Council Communications and Announcements are brief items from members of the City Council regarding upcoming events in the community and correspondence that they have received.  They are informational in nature and no action will be taken on these items at this meeting.

 

6.       Reports to Council

 

Reports to Council are updates on key City projects by City Department Heads and Staff and City Council Subcommittees.  They are informational in nature and no action will be taken on these items at this meeting.

 

7.       Presentations

 

a.         Discussion of Legislative priorities: Assemblyman Ira Ruskin.

 

b.         Discussion of Chamber of Commerce representative's visit to Pass Christian.

 

8.       Public Comment (10 Minutes Maximum)

 

Persons wishing to address the City Council on matters NOT on the posted agenda may do so.

 

Each speaker is limited to two minutes.  Speakers representing organizations who require more time are requested to speak at the end of the Council meeting under Public Comment.

 

If there are more than five individuals wishing to speak during public comment, the Mayor will draw five speaker cards from those submitted to speak during this time.  The balance of the Public Comment speakers will be called upon during the Public Comment agenda item at the end of the Council Meeting.

 

If the item you are speaking on is not listed on the agenda, please be advised that the City Council may briefly respond to statements made or questions posed as allowed under The Brown Act (Government Code Section 54954.2).  The City Councils general policy is to refer items to staff for attention, or have a matter placed on a future City Council agenda for a more comprehensive action or report and formal public discussion and input at that time.

 

9.       Approval of Consent Calendar

 

Consent Calendar items are considered to be routine and will be enacted by one motion. There will be no separate discussion on these items unless members of the Council, staff or public request specific items to be removed for separate action.

 

a.         Motion to waive reading of all ordinances.

 

b.         Resolution approving warrant list expenditures.

 

c.         Adoption of Ordinance No. 1365, repealing Chapter 6.04 Animal Control and adding a new Chapter 6.04 of the San Carlos Municipal Code.

 

d.         Adoption of Ordinance No. 1366, amending Chapter 12.16 regulating maintenance and removal of trees.

 

e.         Resolution approving Local Hazardous Mitigation Plan. 

 

f.           Resolution authorizing Second Amendment to the San Mateo County Narcotics Task Force Joint Powers Agreement.

 

g.         Resolution approving Comcast Franchise Agreement.

 

10.    Public Hearing

 

a.         Consideration of adoption of Mitigated Negative Declaration and approval of the project for Belmont Creek Box Culvert installation under Industrial Road.

 

11.    New Business

 

a.         Consideration of appointments to Council subcommittees and ah-hoc committees for 2006.
