   Persons wishing to address the City Council on matters NOT on the posted agenda may do so. Each speaker is limited to two minutes. Speakers representing organizations who require more time are requested to speak at the end of the Council meeting under Public Comment. If there are more than five individuals wishing to speak during public comment, the Mayor will draw five speaker cards from those submitted to speak during this time. The balance of the Public Comment speakers will be called upon during the Public Comment agenda item at the end of the Council Meeting.

   If the item you are speaking on is not listed on the agenda, please be advised that the City Council may briefly respond to statements made or questions posed as allowed under The Brown Act (Government Code Section 54954.2). The City Councils general policy is to refer items to staff for attention, or have a matter placed on a future City Council agenda for a more comprehensive action or report and formal public discussion and input at that time.

   Consent Calendar items are considered to be routine and will be enacted by one motion. There will be no separate discussion on these items unless members of the Council, staff or public request specific items to be removed for separate action.

   1. Motion to waive reading of all ordinances.
   2. Resolution approving warrant list expenditures.
   3. Adoption of Ordinance 1360, Amending the San Carlos Municipal Code - Sign Ordinance.
   4. Adoption of Ordinance 1361, Amending the San Carlos Municipal Code Chapter 3.14 - Public Projects.
   5. Resolution requesting County Board of Supervisor to consolidate November 8, 2005 General Municipal Election.
   6. Authorizing purchase of a mobile community event stage.
   7. Resolution authorizing agreement with U.S. Building Services for Janitorial Services.
   8. Authorizing the creation of a Part-Time Assistant Recreation Superintendent Position.
   9. Resolution awarding contract for the Hillcrest Circle Park Project.
       
7. PUBLIC HEARING
   1. Resolution setting Sanitary Sewer Charges for Fiscal Year 2005/06.
   2. Resolution setting Federal/State Storm Drain Fees for Fiscal Year 2005/06.
