4. Public Comment. Persons wishing to address the City Council on matters NOT on the posted agenda may do so.
Each speaker is limited to two minutes. Speakers representing organizations who require more time are requested to speak at the end of the Council meeting under Public Comment.
If there are more than five individuals wishing to speak during public comment, the Mayor will draw five speaker cards from those submitted to speak during this time. The balance of the Public Comment speakers will be called upon during the Public Comment agenda item at the end of the Council Meeting.
If the item you are speaking on is not listed on the agenda, please be advised that the City Council may briefly respond to statements made or questions posed as allowed under The Brown Act (Government Code Section 54954.2). The City Council's general policy is to refer items to staff for attention, or have a matter placed on a future City Council agenda for a more comprehensive action or report and formal public discussion and input at that time.

Consent f. Adoption of plans and specifications for renovation construction of Hillcrest Circle Park and authorizing City Clerk to call for bids.
Consent g. Resolution approving transfer of the property known as A.P.N. 050-076-040 to the Peninsula Corridor Joint Powers Board and authorizing the Mayor to sign the Grant Deed.
Consent h. Resolution recommending that the San Mateo County Flood Control District impose basic and additional charges for funding the expanded scope of work for the 2005/06 Countywide National Pollutant Discharge Elimination System (NPDES) General Program.
Consent i. Authorizing transfer of $10,000 From RCN Construction Delay Account to 2005-06 City Council Budget for Web Streaming San Carlos Channel 27.
Consent j. Approval of Amended Lease Agreement with Criminal Justice Council for Library Space Rental.
Public Hearing
6(a). Consideration of abandoning a seven-foot wide strip on the west side of the 1700 Block of Walnut St. and a five-foot wide strip along the 1300 Block of Eaton Avenue (corner parcel). 6(b). Introduction of an Ordinance setting Sanitary Sewer Rates for all user categories for Fiscal Year 2005-06.
New Business
7(a). Introduction of an Ordinance adding Section 2.24.260 to the San Carlos Municipal Code - Establishing an Economic Development Advisory Commission (EDAC). 7(b). Authorizing agreements with South Bayside Waste Management Authority and Regional Government Services/Local Government Services to provide services.
7(c). Review FY 2004-06 Amended Budget and authorize further amendments.
