6:45 P.M. - Preliminary Meetings

1. Closed Session in Arguello Gallery, West, First Floor - Conference with Labor Negotiator Brian Moura (Closed Session held pursuant to Govt. Code Section 54957.6: all employee units).

a. Report from Closed Session.

4. Council Reports

a. Update on South County Fire Authority and Reaffirm Direction to Staff. (Interim City Manager Moura)

b. Update on Fields Committee. (Councilmember Davids)

c. Possible adoption of city in the hurricane area. (Councilmember Davids)

d. Consideration of canceling October 10 City Council meeting in favor of "Enhancing the City of Good Living" community-building study session on October 10.

5. Public Comment (10 Minutes Maximum)

Persons wishing to address the City Council on matters NOT on the posted agenda may do so.

 

Each speaker is limited to two minutes. Speakers representing organizations who require more time are requested to speak at the end of the Council meeting under Public Comment.

 

If there are more than five individuals wishing to speak during public comment, the Mayor will draw five speaker cards from those submitted to speak during this time. The balance of the Public Comment speakers will be called upon during the Public Comment agenda item at the end of the Council Meeting.

 

If the item you are speaking on is not listed on the agenda, please be advised that the City Council may briefly respond to statements made or questions posed as allowed under The Brown Act (Government Code Section 54954.2). The City Councils general policy is to refer items to staff for attention, or have a matter placed on a future City Council agenda for a more comprehensive action or report and formal public discussion and input at that time.


6. Approval Of Consent Calendar

Consent Calendar items are considered to be routine and will be enacted by one motion. There will be no separate discussion on these items unless members of the Council, staff or public request specific items to be removed for separate action.


a. Motion to waive reading of all ordinances.

b. Resolution approving warrant list expenditures.

c. Approval of July 25, 2005 minutes.

d. Deny claim filed by Doug Caraway.

e. Resolution awarding contract for Slurry Seal Project 2005.

f. Resolution awarding contract for Bike Route Improvement Project 2005.

g. Resolution approving Outside Sewer Service Agreement for 1508 & 1510 Edgewood Road.

h. Resolution approving Appropriation Limit for Fiscal Year 2005-2006.

i. Authorization to change name from San Carlos Senior Citizens Center to San Carlos Adult Community Center.

7. Public Hearing

a. Consideration of abandonment of a portion of a 6 foot wide easement across the Lands of Wellman at 16 Coronado Avenue.

b. Consideration of abandonment of a 10 ft. wide strip along the easterly side of Fay Avenue from Manor Drive to the westerly corner of APN: 049-134-110.

c. Consideration of abandonment of a 10 ft. wide strip of the public utility easement underlying the public right of way along the easterly side of Fay Avenue from Manor Drive to the westerly corner of APN: 049-134-150.

8. New Business

a. Report from Council's Building ad hoc subcommittee meeting highlights.

b. Resolution authorizing staff to award professional services contracts to refund Library General Obligation Bonds and reduce Library parcel tax assessments by approximately $800,000 million.
