General Plan Advisory Committee (GPAC) Meeting #26

I.Meeting Called to Order
Chair Klein called the meeting to order at 6:50 p.m.
II.Roll Call
GPAC members present: Andrew Klein (Chair), Kaveh Badiei, Pat Bell, Donald Cook, Suzanne Henderson Emerson, Kevin Harris, Alex Kumamoto (YAC Alternate- non-voting Member), Jo Ann Iwasa, Thomas Knudsen, Jason Mansfield, Michelle Margiotta, Scot Marsters, Martin Miller
GPAC members Absent: Chris Burton, Cecily Harris, Mary Jo Hoffman
STAFF: Al Savay, Community Development Director; Deborah Nelson, Planning Manager; Lauren Mattern, Consulting Planner
PUBLIC: Approximately 4 members of the public are present.
III. Public Comment
No members of the public had general comment.
IV. Reports & Correspondence
Planning Manager Deborah Nelson reports on the Circulation Element and Holly Street; the Public Works Director has been asked to reconsider the fee structure.
Community Development Director Savay:
The Airport Land Use Committee will review and approve the Community Safety Element.
The first study session with the Planning Commission is scheduled for July 6, and with the City Council on July 22nd.
The City will likely be finished reviewing the document by October after the City and public review processes.
Chair Andrew Klein reports that GPAC will have its last meeting on May 28. It will be very brief and quorum is required to approve draft minutes in order to finish up GPAC business.

VI.Old Business
There were no reports on items under this section.
VII.New Business
Member Bell suggested GPAC consider the remaining discussion items in the ‘issue bin’ (ongoing list of issues held over from GPAC meetings) during this last substantive meeting.
Environmental Management:
Public Comment:
Bob Black commented on Action 1.4, stating it would make the City more pleasant.
Lisanne Drouin commented that throughout the Element, it is not always clear which agency is responsible. She had suggested text for Action 9.2. She suggested seeking federal funding opportunities.
Member Emerson asked City to investigate Figure 6-2: Wetlands and Water Bodies, as there may be a creek missing. She reiterates a public written comment suggesting there are species to add to Page 6-11, which could require updating Figure 6-3.
Member Cook moves to approve the Environmental Management Element edited by GPAC. Member Emerson seconds. 12-0. Motion passes unanimously.
Parks and Recreation:
Public comment:
Bonnie McClure calls out 7.3, 7.14, and 7.17, suggesting inserting a footnote saying the Parks Master Plan intends completion of Arguello Park.
Member Cook moves to approve the Parks and Recreation Element as edited by GPAC. Member Badiei seconds. 12-0. The motion passes unanimously.
Break 8:20-8:30pm.
Community Safety and Services:
There was no public comment on this Element.
GPAC asks the City to look at Figure 8-7: Why are the industrial areas shown at high risk of willdland fires?
Member Margiotta stated that she disagreed with the policy requiring a Phase I environmental analysis for new development.
Member K. Harris leaves at 9pm. Now 11 Members are present.
Member Cook moves to approve the Community Safety and Services Element. Member Marsters seconds. 11-0. Motion is approved unanimously.
Noise Element:
Member Marsters asks staff to investigate Figure 9.1 for accuracy.
Member Cook moves to approve the Noise Element as edited by GPAC. Member Marsters seconds. 11-0. Motion passes unanimously.
Final Roll Call Vote:
As GPAC has finished reviewing the draft General Plan, a roll call vote is taken.
Chair Klein requests a roll call vote to recommend the General Plan, as edited by GPAC, to the Planning Commission. The motion passes unanimously, 11-0.
