Tuesday, November 20, 2007

San Carlos Library Meeting Rooms A & B, Second Floor

6:45 – 9:45 p.m.

Roll Call-

GPAC members present: Pat Bell, Chris Burton, Donald Cook, Suzanne Henderson Emerson, Cecily Harris, Joann Iwasa, Nadine Johnson, Andrew Klein (Chair), Jason Mansfield, Michelle Margiotta, Scot Marsters, Brett McCollum, Martin Miller

GPAC members Absent: Mary Jo Hoffman (Vice chair)

STAFF: Al Savay, Community Development Director; Stephanie Bertollo Davis, Planner III

CONSULTANTS: Ben Noble, DC&E; Naphtali Knox

PUBLIC: Approximately 6 members of the public.

I. Meeting Called to Order

Community Development Director, Al Savay called the meeting to order at 6:45 p.m. Naphtali Knox gave an overview of the night's agenda and desired outcomes of meeting.

II. New Business

a) Group interaction and GPAC protocol

Chair Klein summarized the makeup of the General Plan update team (GPAC, staff, consultants) and the importance of the team to work as a cohesive unit.He spoke on meeting communication ground rules and the expectations of the GPAC.He proposed a protocol for GPAC communications would have the Chair act as the liaison for all GPAC communications to the City Council.There was consensus to follow the protocol. Chair Klein stated that public comment would be taken following the committee discussion of agenda items and before any action is taken, as well as at the end of the meeting for items not on the agenda.

b) Brown Act Overview

Bob Lanzone, City Attorney, presented an overview of the Brown Act, its applicability to the GPAC and answered questions from the Committee.

c) General Plan Primer

Naphtali Knox, Consultant Facilitator, described what a General Plan is and background on its history and law.He explained how goals have been given a place in the General Plan, as well an overview of what goals, objectives, policies and actions are.Mr. Knox described how a General Plan is implemented, elements to be updated in this process and how they are organized and how policy language will be developed.

d) GPAC Role in General Plan

Naphtali Knox, Consultant Facilitator, described the role of the GPAC in the General Plan Update process including recommending a preliminary vision statement and a preferred alternative, plus goals, policies and actions for each element to be updated.He stated that ultimately the GPAC would be asked to endorse a preliminary draft General Plan.

e) Detailed GPAC meeting schedule (DC&E)

Ben Noble, Consultant, presented an overview of the updated General Plan update and GPAC meeting schedules. He stated the schedule may need to be adjusted further along in the process.Chair Klein clarified that all GPAC meetings were mandatory for the Committee, while all other workshops/study sessions were voluntary.

i. Location of April 16, 2008 GPAC Meeting

Community Development Director, Al Savay, asked if this GPAC meeting could be moved to another location. The Committee decided by consensus to move room location for the April 16, 2008 GPAC meeting.

ii. General Plan Update Schedule

Ben Noble, Consultant, presented a flow chart of the GPAC time-line and described the steps and activities of the GPAC at different stages of the process. The Committee agreed by consensus they would prefer to have future GPAC meeting materials sent to them piecemeal (when ready) to provide more time for member review.

f) Break

Chair Klein called a 10 minute break.

g) Report on Briefing Book (DC&E)

Ben Noble, Consultant, stated that the revised draft Briefing Book would be available for the GPAC the week of November 26th, 2007 and would be renamed the draft Existing Conditions Briefing Book.

h) Report on Building Community Forum (DC&E)

Ben Noble, Consultant, presented an overview of the activities and outcomes of the November 10, 2007 Building Community Meeting.

i) Issues Identification Exercise (DC&E)

Ben Noble and Naphtali Knox, Consultants, facilitated an exercise for the GPAC to develop a list of issues which should be addressed in the General Plan update.A list was prepared and major themes with all raw data collected will be presented to the City Council and Planning Commission at January 14, 2007 Study Session.

II. Approval Of Minutes

M/S Marsters/Cook to approve the October 17, 2007 GPAC minutes as amended.Motion passed 13-0-1 (Committee member McCollum abstained).

IV. Public Comment

Thomas Knudsen, stated that strengths of San Carlos should be assessed.

Bonnie McClure, suggested that GPAC member names and their constituencies be included in the next quarterly City Wide mail out, Chamber newsletter and the City's Enotify.

V. Adjournment

Chair Klein adjourned the meeting at 9:45 p.m.
