City Hall San Carlos, CA 94070 December 5, 2007 The regular meeting of the Parks and Recreation Commission was called to order at 7:05 P.M. by Gordie Burton at the San Carlos Library. Approval of Minutes Action Minutes of the meeting of November 7, 2007, were approved as written. Chair Gordie Burton thanked San Carlos Green for their excellent presentation at the previous meeting.Chair Gordie Burton remarked that it was refreshing and encouraging that people were taking a bigger picture view of issues associated with our environment. Presentations a. Community Workshop for Parks, Open Space, Buildings and Other Recreational Facilities Master Plan
The second of three planned community workshops associated with the Master Plan for Parks, Open Space, Buildings, and other Recreational Facilities was conducted. Tom Johnstone reminded that most of the requests/priorities noted would not come for free – and that substantial money was going to be needed to implement some of the priorities. Commission Reports a. Task Force Reports Rezoning of park land was discussed.The commission had previously sent a recommendation to the City Council, that all land currently used as public park land, be permanently zoned as public park land. Discuss Potential Agenda Topics for Future Meetings a. Study Session with Parks and Recreation Director – January 2008 Commissioners discussed holding this session after the regular meeting in February. b. Parks & Recreation Commission Work Program Update – January 2008 Commissioners discussed presenting results at the February 2008 meeting. c. Consideration of Scheduling Joint Meetings with Other Applicable Commissions, Beginning With Senior Citizens Advisory Board Commissioners proposed holding this discussion at the February 2008 meeting. d. Consideration of One or More “Green” Policy Recommendations Commissioners proposed holding this discussion at a future date; and incorporating Natural Resource Task Force Report results into the discussion.Commissioners felt it had been too long since they had reviewed the report or seen the task force’s presentation to have a meaningful discussion.Commissioners discussed making this a subject for the April 2008 meeting.
e. Study Session on Potential Measure G Extension or Other Ongoing Funding Mechanisms Schedule at some future data
Public Comment Ms. Helen Epstein spoke of the need for a shuttle service in town. Ms. Bonnie McClure spoke of San Carlos demographics.She pointed out that there are many young families moving in.She pointed out that young families were not well represented at the meeting tonight and we needed to consider those families’ needs too. Drew Shell spoke of the Natural Resource Task Force Report and of need for the Commission to start thinking about how to incorporate aspects of that report into the Master Plan.He also mentioned“Parks for the Future”, and supporting this effort to increase the sales tax by 1/8 cent with all funds going to Parks and Recreation agencies throughout San Mateo County.
