I. Meeting Called To Order

III. Approval Of Minutes

M/S Phillips/Thompson to approve the November 7, 2005 Planning Commission minutes with some changes. Motion passed 4:0:1 with Commissioner Royce excused.

IV. Public Comment

None

V. Public Hearing

a) Public hearing for the purpose of hearing and considering all comments of all persons interested in or concerned with the application of Manssur Aflak, for a Tentative Map, Conditional Use Permit and Architectural Review, associated with the construction of a new, three-story, five-unit multi-family complex, pursuant to Chapters 17.24, 18.30, 18.124 and Section 18.116.130 of the San Carlos Municipal Code located at 769 Elm Street (Assessor’s Parcel Number: 050 152 240).

Staff made a presentation of the proposed five-unit multi-family complex located at
769 Elm Street, recommending approval of the Tentative Map, Conditional Use Permit and Architectural Review Permit.

Matt Smith, 757 Elm St, spoke in opposition to the project.

Chris Raithel, 757 Elm St, spoke in opposition to the project.

Donna Higgins, 793 Elm St, spoke in opposition to the project.

Brian Aflak from 1349 Olive, spoke in favor of the project.

Charlie Pique, from 793 Elm Street, spoke in favor of the project.

Manssur Aflak, applicant spoke in favor of the project.

M/S Thompson/Phillips to approve the proposed Architectural Review, Tentative Map and Conditional Use Permit with the following amendment. Condition 9 for the Tentative Map Certificate shall be amended to include the added language of condition 21(n) of the Code Compliance Certificate/Conditional Use Permit for the five-unit multi-family complex located at 769 Elm. Motion passed 5:0

VI. Reports, Correspondence and General Information

a) Report on recent City Council actions

Staff reported that at the last City Council meeting, two new Council members were elected Bob Grassilli and Brad Lewis. The new Mayor is Matt Grocott and Tom Davids is Vice-Mayor.

b) Planning Commission comments or reports

Commissioner Thompson requested that if previously approved projects are similar to those under Commission consideration, that the Commission should be informed of the addresses of new projects.

c) Correspondence

None

d) Planning Staff comments, reports and updates of current projects

The January 2, 2006 Planning Commission meeting has been cancelled. Staff informed the Commissioners, Tuesday, January 17, 2006, at the next Planning Commission meeting, Burton Park Antenna, will be scheduled to be presented at the meeting.

Meeting adjourned at 8:30pm. The next Planning Commission meeting will be held on Tuesday, January 17, 2006.
