Meeting Minutes Meeting Called to Order, 7:00 p.m. Council Chambers, San Carlos City Hall 1. Meeting Called to Order The meeting was called to order at 7:00 p.m. Roll Call 2. Roll Call Advisory: Elizabeth S.R. Cullinan, Planning Director, Margaret Netto, Senior Planner, Stephanie Bertollo Davis, Associate Planner, Kristina Woerner, Assistant Planner, Serena Nevarez, Planning Technician, Greg Rubens, Deputy City Attorney Commissioners: Steve Divney, Chair (excused), Lee Thompson, Vice Chair, Alex Phillips, Jo Ann Iwasa Approval of Minutes 3. Approval of Minutes M/S Phillips/Iwasa to approve the June 6, 2005 Minutes. Motion passed 3:0 with Commissioner Divney excused. Approval of Minutes 4. Approval of Minutes Gil Schroeder of 2515 Melendy Drive presented a question on the height of the revised roofline for the 2511 Melendy Drive project. Acting Chair Thompson informed Mr. Schroder that this item was considered by the EDCC at their 6:00 p.m. meeting. New Business 5. New Business a) Election of a New Exception Design Control Committee Member M/S Iwasa/Phillips to continue the item to the July 5, 2005 meeting. Motion passed 3:0 with Commissioner Divney excused. Public Hearing 6. Public Hearing a) Public hearing for the purpose of hearing and considering all comments of all persons interested in or concerned with a draft Ordinance of the City of San Carlos to add design guidelines and revise the structure of Chapter 18.30 (Multifamily Residential Districts) of the San Carlos Municipal Code pursuant to San Carlos Municipal Code Section 18.136 allowing for amendments of the zoning title. Scot Marsters, Laureola Association, expressed support for increasing the existing 5’ side yard setback requirement for multi-family structures. Commissioner Phillips expressed support for existing 5’ setbacks to encourage community investment. Commissioner Iwasa expressed support for flexibility on the requirement for neutral earth tone colors. The Commission complemented Staff on the proposed Ordinance. M/S Phillips/Iwasa to recommend City Council approval of the Draft Ordinance with minor revisions as discussed and recommended by the Planning Commission. Motion passed 3:0 with Commissioner Divney excused. Reports, Correspondence And General Information 7. Reports, Correspondence And General Information a) Report on recent City Council actions Staff informed the Commission of the budget update and appointment of Randy Royce as a new Planning Commissioner. b) Planning Commission comments or reports i) Commissioner Thompson provided an update on the Athletic Fields Committee. ii) Commissioner Phillips inquired about bulldozing activities at the Black Mountain Water Site. Staff responded that they would follow up with the Commission. iii) Commissioner Iwasa inquired about the last day of SCOOT and potential future traffic reduction efforts. Staff informed the Commission that SCOOT ended June 17, 2005 and that the City Council had advertised for a Task Force to address the issue. iv) Commissioner Thompson noted the importance of noticing people in the unincorporated area within a 300’ radius for new projects. c. Correspondence None. d. Planning Staff comments, reports and updates of current projects Staff provided updates on the next Planning Commission meeting, recent EDCC items, Circulation Element implementation, the Palo Alto Medical Foundation, Sustaining the City of Good Living, counter hours, budget and 663 Old County Road.
