Approval of Minutes a) Approval of minutes: March 7, 2005 Planning Commission Minutes M/S Phillips/Divney to approve the minutes of March 7, 2005, as corrected. Motion passed 4:0:1 (Prehm abstained) New Business 4. New Business a) Discussion of public comment M/S Philips/Thompson to approve the change to the Agenda, allowing for an additional public comment period, similar to that of Council. Motion passed 5:0. Public Hearing 5. Public Hearing Procedure for Public Hearing: Staff will present a report on the history, physical features, etc., on the application followed with the staffs recommendations. The applicant will make a presentation. Thereafter, interested members of the community may speak on the proposal. When all interested parties have had an opportunity to be heard, the hearing will be closed, and no further discussion from the floor can be held. The Commission will then consider the evidence and make its recommendation. If you challenge a public hearing item in Court you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, the public notice, or in written correspondence delivered to the City at or prior to the public hearing. Speakers should fill out a speakers form, found by the door, and hand it to the recording secretary prior to addressing the Commission. The speaker should come up to the microphone to speak since the meeting is being recorded. This will assist staff in preparing the minutes. a) Public hearing for the purpose of hearing and considering all comments of all persons interested in or concerned with the application of Michele Dunn, Kumon Learning Center, for a Conditional Use Permit pursuant to San Carlos Municipal Code Section 18.86 and 18.124 to permit the operation of an instructional facility in the ER (Entertainment and Recreation Facilities) Combining District at 939 Laurel Street Unit A, San Carlos (Assessor’s Parcel Number 113-700-010). Staff made a presentation summarizing the request of the applicant for continued use of the instructional facility, with revisions to the business plan. M/S Prehm/Phillips to approve the application of Michele Dunn, Kumon Learing Center, for a Conditional Use Permit at 939 Laurel Street Unit A, with Condition #3 removed from the Conditional Use Permit. Motion passed 5:0. b) Public hearing for the purpose of hearing and considering all comments of all persons interested in or concerned with the application of Tom Spaulding, The Alaris Group, for a Conditional Use Permit and Architectural Review pursuant to San Carlos Municipal Code Sections 18.108, 18.118 and 18.124 to permit the installation of four antennas mounted to a new 70 foot light pole at Highlands Park, San Carlos (Assessor’s Parcel Number 050 601 010). Staff made a presentation summarizing the request of the applicant for a new wireless facility. Jeff Klein, resident of San Carlos, spoke in opposition of the project and submitted a letter to the Commission. M/S Divney/Phillips to approve the application of Tom Spaulding, The Alaris Group, for a Conditional Use Permit and Architectural Review at Highlands Park, with changes made to Conditions #4 and #5. Reports, Correspondence And General Information a) Report on recent City Council actions b) Planning Commission comments or reports c) Correspondence d) Planning Staff comments, reports and updates of current projects Staff informed the Commission that members of Staff have been attending the American Planning Association’s National Planning Conference in San Francisco. Staff updated the Commission on the items to be reviewed at the next Planning Commission meeting on April 4, 2005, stating that 641 Cedar and the Circulation Element are the two items on the meeting’s agenda.
