M/S Phillips/Prehm to approve the May 2, 2005 minutes with minor changes. Motion passed 5:0.

M/S Phillips/Thompson to nominate Commissioner Divney for Planning Commission Chair. Motion passed 5:0.

M/S Prehm/Divney to nominate Commissioner Thompson for Planning Commission Vice Chair.

a) Public Hearing for the purpose of hearing and considering all comments of all persons interested in or concerned with the application of Maggy Sabet, Doggy Barkery for a Conditional Use Permit pursuant to San Carlos Municipal Code Section 18.52.035 and Chapter 18.124 to permit operation of a Doggy Daycare in the C-4 (Commercial Service District) at 663 Old County Road, Suite B, San Carlos (Assessor’s Parcel Number 046 124 280).

Planning Staff made a presentation on this item.

Maggy Sabet, applicant, spoke in support of the proposal.

Kevin Clay, Reign Commercial Realty, spoke in support of the proposal and spoke on behalf of the property owner of 663 Old County Road regarding the building violations.

Scot Marsters, President of the Laureola Association, stated that the Association is neither in support nor against the proposal.

Jamie Brewer, husband of the applicant, spoke in support of the proposal.

Chair Iwasa expressed concerns with parking, waste, odor, dog walking in the Laureola neighborhood and noise for the proposal.

Commissioner Phillips and Commissioner Thompson expressed concerns with the location of the proposed use.

Commissioner Divney expressed concerns with the parking and noise associated with the proposed use.

M/S Prehm/Phillips to deny the request for a Conditional Use Permit for the proposed Doggy Barkery at 663-B Old County Road in San Carlos based on the findings and for the reasons incorporated in the Staff Report.

Motion passed 4:1:0, with Commissioner Divney opposed.

b) Public hearing for the purpose of hearing and considering all comments of all persons interested in or concerned with the application of Su Kim for a Conditional Use Permit and Architectural Review pursuant to San Carlos Municipal Code Sections 18.64.040 (A)(5), 18.64.040 (A)(6), 18.116.130 and Chapter 18.124 to construct a dry cleaning establishment on the ground floor and two apartments located above the ground floor in the Highway Service Commercial (CS) Zoning District at 1500 El Camino Real , San Carlos (Assessor’s Parcel Number 051 368 010).

Planning Staff made a presentation on this item and answered questions from the Commissioners.

The applicant, Su Kim, made himself available for any questions.

M/S Prehm/Phillips to close the public hearing. Motion passed 5:0.

M/S Phillips/Divney to approve the Conditional Use Permit and Architectural Review for the proposed two story, 4,842 square foot dry cleaning establishment and two residential units at 1500 El Camino Real, based on the findings and for the reasons incorporated in the Staff Report.

Motion passed 5:0.

a) Report on recent City Council actions

Planning Staff reported that the City Council adopted the Negative Declaration, General Plan Amendment and update of the San Carlos Circulation Element.

b) Planning Commission comments or reports

Commissioner Phillips thanked Chair Iwasa for her admirable service over the last year.
Chair Iwasa requested clarification on whether versions of Staff Reports from the last Commission meeting were consistent between Staff and the Commission.

c) Correspondence

d) Planning Staff comments, reports and updates of current projects

Staff informed the Commission of the items for the next meeting.

Chair Iwasa adjourned the meeting at 8:40 p.m.
