Planning Commission Minutes- November 7, 2005

I. Meeting Called To Order

Chair Steve Divney called the meeting to order at 7:00pm.

III. Approval Of Minutes

M/S Phillips/Iwasa to approve the October 3, 2005 Planning Commission minutes with no changes. Motion passed 4:0:1 with Commissioner Royce excused.

IV. Public Comment

None.

V. New Business

a) Presentation by Terry Bottomley on the Station Area Plan and Streetscape Design Plan funded by a Metropolitan Transportation Commission (MTC) Grant.

Staff introduced Terry Bottomley. Terry Bottomley made a presentation on the Station Area Plan and Streetscape Design Plan.

Planning Commissioners comments:

Commissioner Phillips commented on the need to revitalize El Camino Real. Commissioner Thompson commented on the drainage problems at the intersection of El Camino Real/San Carlos Avenue and that he does not like frontage roads off of El Camino Real.

Chair Divney commented on the drainage problems south of Arroyo on El Camino Real, also raised concerns with the ability to develop the railroad site south of the train station due to “Parcels depth” and asked Staff the status of the railroad development.

Laura Snideman, Economic Development and Housing Director, addressed the status of the railroad development.

Scot Marsters, 909 Cherry Street brought up a few points: 1/3 of the local train stops in San Carlos have stopped because of the baby bullet train, need a better mass transportation system, slowing of traffic along El Camino Real will funnel traffic to Old County Road, bus and shuttle stops should be moved from the east to the west side, the sidewalks on Old County Road are falling apart, you need to look at the whole pedestrian area around the train station not just along El Camino Real.

Corrine Goodrich, Samtrans, addressed some of his concerns and said that the transportation system is evolving and improving.

b) Planning Commission consideration of cancellation of the January 3, 2006 meeting.

M/S Thompson/Phillip to approve the cancellation of January 3, 2006, Planning Commission Meeting. Motion passed 4:0:1.

VI. Reports, Correspondence And General Information

a) Report on recent City Council actions

The last City Council meeting, the Council listened to public comment on the Draft Focused EIR for the Winding Way annexation project.

b) Planning Commission comments or reports

Commission Thompson gave an update on the field use committee meeting and stated that the final recommendation will go the City Council.

c) Correspondence

None

d) Planning Staff comments, reports and updates of current projects

The Planning Commission will cancel Monday, November 21, 2005 meeting.

Meeting adjourned at 7:36pm. The next Planning Commission meeting will be held on December 05, 2005.
