IV. Public Comment

Persons wishing to address the Planning Commission on matters NOT on the posted agenda may do so. Five individuals are allowed to speak and each is limited to two minutes.Speakers representing organizations who require more time are requested to speak at the end of the Commission meeting under Public Comment.

If there are more than five individuals wishing to speak during public comment, the Planning Commissioner will draw five speaker cards from those submitted to speak during this time. The balance of the Public Comment speakers will be called upon during the Public Comment agenda item at the end of the Planning Commission Meeting.

 

V.Public Hearing

Procedure for Public Hearing:

Staff will present a report on the history, physical features, etc., on the application followed with the staff’s recommendations.The applicant will make a presentation.Thereafter, interested members of the community may speak on the proposal.When all interested parties have had an opportunity to be heard, the hearing will be closed, and no further discussion from the floor can be held.The Commission will then consider the evidence and make its recommendation.If you challenge a public hearing item in Court you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, the public notice, or in written correspondence delivered to the City at or prior to the public hearing.Speakers should fill out a speakers form, found by the door, and hand it to the recording secretary prior to addressing the Commission.The speaker should come up to the microphone to speak since the meeting is being recorded.This will assist staff in preparing the minutes.

a) Consideration of a proposed Ordinance Amendment to San Carlos Municipal Code Sections 18.08.310, 18.24.040, 18.28.040, 18.104.085 and 18.116.135 amending Exception Design Control Committee (EDCC)/Residential Design Review requirements within the City of San Carlos.

b) Application of SPI Holdings, LLC for consideration of certification of a Focused Environment Impact Report pursuant to the provisions of the California Environmental Quality Act (CEQA) and approval of a Conditional Use Permit pursuant to Chapters 18.68 and 18.124, a Grading and Dirt Haul Approval Certificate pursuant to Chapter 12.08 to permit grading over 1,000 cubic yards of dirt and Chapter 15.36 to permit associated dirt hauling, and Architectural Review pursuant to Chapters 18.68, 18.150 and Section 18.116.130 associated with the proposed demolition of the existing, 140,698 square foot vacant “Breuner’s” building and the construction of one, new primary 95,937 square foot retail building and one, new ancillary approximately 12,100 square foot retail building located at 1133 Industrial Road (Assessor Parcel Number 046-211-270).
