Meeting called to order at 7:00 p.m.

All Commissioners were present.
III. Approval of Minutes
M/S Thompson/Divney to approve minutes with changes.Motion passed 5:0
IV. New Business
a) 990 INDUSTRIAL ROAD – Application of Steve Mitchell of Black Mountain Properties, LLC for ARCHITECTURAL REVIEW consideration for the implementation of a Coordinated Sign Program pursuant to SCMC Chapter 18.150 in the PM-2, Planned Manufacturing District at 990 Industrial Road, San Carlos (Assessor Parcel Number: 046-162-040).
Serena Ponzo, Planner II, presented the item to the Commission.
Commissioner Iwasa asked a question of staff if the power point presentation indicated the correct location but the incorrect address.
Serena Ponzo, Planner II verified that the address on the slide was incorrect but it was in fact the correct location.
There was no Public Comment.
Chair Royce moved to close the Public Hearing.
Vice Chair Phillips stated the sign program was a tasteful program with a good history and is one that he is in support of.
Chair Royce questioned staff of the signage and display of items at the Kayak store located at 840 Brittan Avenue.
M/S Phillips/Thompson to approve the coordinated sign program based on the findings listed in the Staff Report and subject to the conditions listed in the Draft Code Compliance Certificate.Motion passed 5:0.
V. Public Comment
None.
VI. Public Hearing
a) Consideration of the application of Alla Tripolsky and Gregory Shneyer, All Art Studio, for a Conditional Use Permit pursuant to San Carlos Municipal Code Chapters 18.48, 18.86, and 18.124 to permit the operation of an instructional facility in the C-2 (Central Commercial) District at 1215/1217 Laurel Street, San Carlos (Assessor’s Parcel Number 051-336-070).
Elizabeth Cullinan, Planning Director, presented the project to the Planning Commission.
The applicants Alla Tripolsky and Gregory Shneyer made themselves available for any questions.
Commissioner Thompson expressed concern with the parking conditions but was still in support of the application.
Alla Tripolsky, applicant, indicated that parents tend to drop-off their children. They have also explored the opportunity for shared parking within the neighboring lot.
Commissioner Iwasa expressed concern with the children crossing the street.
Alla Tripolsky, applicant, stated that children do not arrive alone; the parents are required to sign their children in.
Vice Chair Phillips indicated that he was not in favor of limiting the hours of operation.
The Commissioners collectively concurred that the hours of operation should not be limited.
Alla Tripolsky, applicant, noted that the art studio has been operating in a residential neighborhood for four years without complaints in Redwood City. Furthermore, the applicant expressed that the art studio will support the local businesses.
M/S Divney/Phillips to approve the Conditional Use Permit with an amendment to eliminate proposed condition number 2 limiting the hours of operation.Motion passed 5:0.
b) Application ofJohn Matthews, Jr. for a Conditional Use Permit, associated with a proposed blanket use permit for all building tenants, pursuant to Chapters 18.72, 18.86 and 18.124 of the San Carlos Municipal Code at 850 East San Carlos Avenue (Assessor’s Parcel Number 046 090 210).
The applicant requested a continuation of this item to the June 18th, 2007 Planning Commission meeting.
M/S Iwasa/Phillips to continue the item to June 18th, 2007. Motion passed 5:0
Commissioner Thompson re - excused himself as he resides within 500 feet of the proposed second item.
c) Application of John Paye for consideration of a Conditional Use Permit and Shared Parking Agreement to allow for the continued use of an Athletic Facility pursuant to Chapters 18.72, 18.86, 18.140 and 18.124 of the San Carlos Municipal Code located at 595 Industrial Road (Assessor’s Parcel Number: 046 090 290)
The applicant requested a continuation of this item.
M/S Phillips/Iwasa to continue the item to June 18th, 2007. Motion passed 5:0.
VII. Reports, Correspondence And General Information
a) Report on recent City Council actions
Al Savay and Liz Cullinan presented an up-date of recent City Council actions.
b) Planning Commission comments or reports
Commissioner Thompson questioned the order of public comment on the agenda. Staff indicated that they would research the issue and report back at the next meeting.
Commissioners Thompson and Iwasa questioned the legality of the banner and permanent signage for Marcos dentistry on San Carlos Avenue. Staff informed the Commission that they would research the issue and report back at the next meeting.
The Commission requested that Staff check into the status of Planning Commission appointments.
The Commission suggested that City Council member Inge Tiegel Doherty be invited to a future Planning Commission meeting.
