136 Plymouth Avenue – Review of a proposed 2,874 square-foot two-story single-family residence.
Jill Lewis, Associate Planner presented the item.She noted that a second comment from the neighbor at 132 Plymouth Avenue had been submitted earlier in the day again requesting different siding for the proposed new house since that would place two homes done in cedar shingles side by side.She stated that Kent Harvey, the applicant and designer, was present and able to answer any additional questions.Vincent Armando, a co-owner of the property, was also present.Mr. Harvey and Mr. Armando introduced themselves and discussed their history in the City of San Carlos.
Chair Shugart questioned whether the applicant had provided photographs of the surrounding properties.
Associate Planner Lewis replied that they had not.
Assistant Planner Moynahan stated that these would be required of applicants from this point forward.
Chair Shugart also questioned why the Committee had not been provided color and material swatches.
Associate Planner Lewis indicated that the applicant had submitted the samples on a display board that would make color reproduction difficult.
The Committee looked over the color board placed in front of them.The Committee members stated that the gray shingles proposed for this residence would differ substantially from the deep brown shingles on 132 Plymouth Avenue and, therefore, was not an issue. In response, Mr. Armando said he would follow up with the property owner at 132 Plymouth Avenue and continue discussing the materials and colors proposed.
Committee member Higgins questioned the number of fireplaces provided in the residence.
Mr. Harvey stated that there would be three total fireplaces: one in the family room, one in the living room, and one in the master suite.The flues for the family room and master suite would run up through the chimney while the living room fireplace would be vented out of the side.
Committee member Higgins discussed the second floor bay window on the right elevation and its placement over the first floor.She noted the discrepancy between the elevation and the floor plan and requested the addition of an eighth condition of approval that states: “The second floor bay window on the right elevation shall not encroach further into the side yard than the first floor below.”
M/S McClure/Higgins to approve the new two-story single-family residence at 136 Plymouth Avenue based on Staff’s findings and subject to the modified conditions of approval detailed in the staff report, including the addition of an eighth condition: “The second floor bay window on the right elevation shall not encroach further into the side yard than the first floor below.”Motion passed 3-0.

116 Aster Road – Review of a proposed second floor addition above the FAT to a single-family residence.
Gavin Moynahan, Assistant Planner presented the item.The Committee asked the homeowner to speak and he gave a brief presentation of his project and noted his lengthy time as a San Carlos resident, and his desire to live in his remodeled home after completion.
The Committee held a discussion regarding the proposed colors and their placement on corresponding building elements, specifically discussing what colors would be placed on the gable façade shingles, door and window casings, front porch columns, and garage door.The Committee was unable to approve the colors of the new residence and asked the applicant to provide Planning Staff with an updated paint schema.Planning Staff will route the updated colors board to Committee member Donna Higgins for approval.
M/S Higgins/Shugart to approve the new second-story addition and associated remodeling based on Staff’s findings, and the modified conditions of approval including the addition of a condition seven: “Applicant to provide Staff with and updated paint color schema for approval by Committee member Higgins.”Motion passed 3-0.

1040 San Remo Way – Review of a proposed second floor addition above the FAT to a single-family residence.
Gavin Moynahan, Assistant Planner presented the item.The Committee asked the homeowner to speak and she gave a brief presentation of her desire for a larger home to better accommodate her family.The homeowner also stated that her family strongly considered neighborhood compatibility and fire-safe building materials in their design.
The Committee held a discussion regarding the merits of the proposed home’s design and façade elements.Staff reiterated that the proposal being reviewed was the product of design revisions requested by Staff.The Committee requested that the home’s exterior be improved with door and window casings to provide additional architectural embellishment.
The Committee held a discussion with the applicant regarding the shade and tone of the proposed exterior green paint.The Committee was unable to approve the green paint for the home’s exteriorasked the applicant to provide Planning Staff with an updated paint sample.Planning Staff will route the green paint sample to Committee member Donna Higgins for approval.
