I. Meeting Called to Order
Commissioner Thompson called the meeting to order at 6:05pm.
II. Consent Items
a) Approval of RDRC minutes for the RDRC meeting of February 19, 2008
M/S McClure/Higgins to approve the February 19, 2008 RDRC minutes as presented.Motion passed 2:0:1.
III. New Items
a) 1340 ORANGE AVE - Request for a first floor addition of 184 sq. ft. and a second floor addition of 766 sq. ft. to an existing two story residence at 1340 Orange Avenue, San Carlos (APN: 051-215-110).The total floor area of the residence is proposed to be 3,659 square feet, which exceeds the Floor Area Threshold of 3,000 square feet by 659 square feet or 22.0%
Serena Ponzo, Planner II, made a brief presentation on the item and answered questions of the RDRC.
John Stewart, project architect, made a brief statement about the proposal.
The RDRC members complemented the design and improvements the project will add to the neighborhood.
M/S McClure/Higgins to approve the first floor addition of 184 square feet and second floor addition of 766 square feet to an existing two story residence at 1340 Orange Avenue, San Carlos, as proposed, based on the four findings contained in the staff report and subject to the 14 conditions of approval.Motion passed 3:0:0.
b) 103 VISTA DEL GRANDE - Request for a new tri-level single family residence of 3,736 square feet at 103 Vista Del Grande, San Carlos (APN: 049-374-270).The total square footage proposed exceeds the Floor Area Threshold of 3,000 square feet by 736 square feet or 24.5%
Serena Ponzo, Planner II, gave a brief overview of the property and proposal.
Daniel Franko, property owner, was present to answer questions of the RDRC and public present.
Members of the public expressed concern with the project and were present as follows:

M/S McClure/Higgins to continue the meeting to 7pm this evening after the scheduled Planning Commission meeting.Motion passed 3:0:0.
The RDRC re-convened at 7:00pm to continue hearing the item of 103 Vista Del Grande.
M/S McClure/Higgins to continue the item to a future date to be determined to allow the project proponents to make the following revisions: updated data on the plans, revise roof materials to composite shingle for architectural consistency, revise colored elevations for consistency with color samples, revise windows of master bathroom and stairwell at the front elevation, provide a site plan with outline of adjacent properties and provide a street line drawing including the proposed new residence and two adjacent properties.Motion passed 3:0:0.
IV. Reports & General Correspondence
The RDRC thanked Serena Ponzo for her work on RDRC projects prior to her departure.
V. Public Comment
Paula Dresden, 564 Vista Avenue, expressed concerns with the survey completed at the neighboring property, 574 Vista and the potential removal of the front yard garden to accommodate a new driveway.
The RDRC noted action could not be taken at this meeting for concerns raised and suggests Ms. Dresden might want to contact an attorney to discuss the private property dispute and survey results and contact the Public Works Department to discuss the requirements for new curb cuts and driveways.
