Chair Shugart opened the discussion of approving the minutes for November 3, 2008 (M/S Higgins, McClure). In regards to the project that was reviewed at 3190 Melendy Drive, Committee member McClure requested that it be noted that the only reason she considered voting in support of the project is that the neighbors had voiced no objection to the project.Additionally, Chair Shugart noted that on page 2 of the minutes, “Committee member Shugart” should be corrected to “Chair Shugart.”The minutes were subsequently approved with these noted changes.
Jill Lewis,Associate Planner presented the item.She stated that Marc Shimamoto, a representative of the architect, was present and able to answer any additional questions.The property owner was also present.
Chair Shugart questioned whether the applicant had conducted the required neighborhood outreach.Associate Planner Lewis responded that they had, but staff only received three responses back, and no one had any concerns regarding the project.
Committee member McClure had a question regarding the second-story deck extension as represented on the left side elevation on Sheet A2 of the project plans.Mr. Shimamoto clarified what was shown on the plans.
Committee member McClure stated that the new addition would be visible from an uphill perspective, as from Leslie Drive or Crestview Drive, but would not be too visible from the surrounding properties.
Committee member Higgins stated that she did not think the proposed project would have a significant impact and Chair Shugart concurred.
Mr. Shimamoto discussed how the property owners would like to replace their entire roof with composition shingle within the next ten to fifteen years and inquired about changing the medium gray shake roof proposed for the addition to a similar color composition shingle to accommodate the future re-roofing.
Chair Shugart inquired about the process of re-roofing a residence.Associate Planner Lewis stated that a re-roof was subject to issuance of a building permit and Planning Manager Nelson agreed.
Committee member McClure asked Mr. Shimamoto if he had any roof samples with him.Mr. Shimamoto presented a brochure to the Committee, indicating that the Presidential composite material would be preferred.Committee member McClure stated that as long as it was closely matching in color to the existing roof, she was fine with the change.
Chair Shugart and Committee member Higgins agreed.Committee member McClure requested the addition of a sixth condition of approval that states: “The roof of the new addition shall be Presidential composite or equal to match the existing roof in color for staff to review and approve.”
M/S McClure/Shugart to approve the one-story addition based on staff’s findings and subject to the modified conditions of approval detailed in the staff report.Motion passed 3-0.
Chair Shugart advised of the 10-day appeal period.
Jill Lewis, Associate Planner stated that there would be no RDRC meeting on December 1st, 2008.Chair Shugart asked if there would be a meeting on December 15th, 2008.Planning Manager Nelson replied that there were no projects scheduled for that meeting at the moment, but there is still some time to schedule items.She continued on to say that it was probable that the first meeting in January 2009 would be cancelled due to the holiday work furlough since staff would not have adequate time to respond to public comments received during the break.
