Approved Minutes
I. Meeting Called to Order
Commissioner Royce called the meeting to order at 4:45 pm.
II. Consent Items
a) Approval of RDRC minutes for the RDRC meeting of November 05, 2007.
M/S Higgins/McClure to approve the minutes of the RDRC meeting of November 19, 2007 as amended.Motion passed 3:0:0.
III. New Items
a) 1950 EUCALYPTUS AVENUE - Review of a re-design for a proposed new two-story residence of approximately 3,057 square feet, previously continued by RDRC on October 15, 2007.The proposal includes the demolition of the existing one-story residence and the retention of the existing detached two car garage and will exceed the Floor Area Threshold of 3,000 square feet by 57 square feet, or 1.9%.
Serena Ponzo, Project Planner, made a brief presentation on the changes made to the project design to address concerns of the RDRC and public.
Commissioner Higgins questioned the closet in the 4th bedroom and how it relates to the elevation drawing.
Serena Ponzo asked Natalie Hyland, project designer, for clarification on the location of the closet area.
Natalie Hyland, project designer, explained that the closet area would be located within the roof area to utilize as much of the roof space as possible.
Commissioner McClure questioned the landscape plan and why it was not revised to remove the first two pittosporums.
Serena Ponzo, Project Planner, stated that a specific species type was not indicated on the plan, so a low growing shrub species could be planted.She also stated that the requirement for a low growing shrub or the option to remove the two pittosporums was included in the Draft Code Compliance Certificate.
Bessy Singares, property owner of 1956 Eucalyptus Avenue, San Carlos, expressed appreciation for the changes to the windows and landscaping but was concerned with the eave overhang and the obstruction of light.
Joe Ravella, property owner, stated that the eaves could be shortened from two foot eaves to 15-18 inches.
Commissioner Royce moved to close public comment.
Commissioner Higgins expressed concern with reducing the eaves as mentioned as it would have a minimal impact on enhancing light access to the adjacent property and would create an unbalanced look for the design.She recommended not reducing the eave projection and stated that the design was improved from the October 15th RDRC meeting.
M/S McClure/Higgins to approve the new two story residence at 1950 Eucalyptus Avenue, San Carlos, as proposed based on the four findings contained in the Staff Report and subject to the 20 conditions listed in the Code Compliance Certificate.Motion Passed 3:0:0.
b) 3269 LA MESA DRIVE - Request for a proposed first floor addition of 176 square feet to an existing two story residence.The square footage of the residence, including the new addition and garage areas will total 3,316 square feet and will exceed the Floor Area Threshold of 3,000 square feet by 316 square feet or 10.5%.
Serena Ponzo, Project Planner, made a presentation on the proposal including the change in the roofing materials to match the existing, if permitted by the Belmont San Carlos Fire Department.
Elizabeth Lee, property owner and Eddy Shen, project architect, were present to answer questions of the RDRC.
Commissioner Higgins commented that the addition balances the appearance of the rear elevation.
M/S Higgins/McClure to approve the 176 square foot first floor addition to an existing two story residence at 3269 La Mesa Drive, San Carlos, based on the four findings contained in the Staff Report and subject to the 8 conditions of approval.Motion passed 3:0:0.
