Approved Minutes

 

I. Meeting Called to Order

Commissioner Royce called the meeting to order at 5:05pm.

II. Consent Items

a) Approval of RDRC minutes for the RDRC meeting of October 15, 2007.

M/S Higgins/McClure to approve the minutes of the RDRC meeting of October 15, 2007 as presented.Motion passed 3:0:0.

III. New Items

Commissioner Royce changed the order of the agenda to review the items in the following order: 1) 1521 Cedar Street; 2) 1951 Eucalyptus Avenue and 3) 410 Hill Way.

a) 410 HILL WAY - Request for a new below grade basement area of 784 square feet to a previously approved new two-story residence at 410 Hill Way, San Carlos (APN: 051-143-320).All parts of the proposed basement area will be below grade and the total square footage of the residence will be 3,931 square feet, which will exceed the Floor Area Threshold by 931 square feet or 31%.

Serena Ponzo, project planner, made a brief presentation on the item and presented the color samples of the window material and horizontal siding, which will be cedar to match the cedar shingles, as required in the previous approval.

Mike Armanini, applicant, was present to answer questions of the RDRC and discuss the proposed changes to include a basement area.

M/S McClure/Higgins to approve the 784 square foot new below grade basement area at 410 Hill Way as proposed based on the four findings contained in the Staff Report and subject to the 10 conditions of approval.Motion passed 3:0:0.

b) 1521 CEDAR ST - This proposal was referred to the RDRC by Planning Staff. Request for a proposed first floor addition of 371 square feet and a second floor addition of 982 square feet to an existing single story residence at 1521 Cedar Street, San Carlos (APN: 051-388-140). The proposal includes the removal of approximately 29 square feet on the existing first floor the inclusion of a new entryway of 36 square feet and front covered porch of 24 square feet. The total square footage proposed is 2,810 square feet, including the garage area, which is below the Floor Area Threshold by 190 square feet or -6.3%.

Serena Ponzo, project planner, made a brief presentation on the item and explained the public comments received regarding the proposal.

Mark Roberts, project applicant and property owner, was present to answer questions of the RDRC and public present.

Commissioner Royce moved to close the public comment.

Commissioner Higgins expressed concern with the design of the front elevation and the multiple rooflines proposed.Additionally, she expressed concern with the proposal of two different materials and colors proposed (natural cedar shingles for the second floor and painted horizontal siding for the remainder of the residence) and preferred to see one material and color used to integrate the second floor into the residence.

Mark Roberts, project applicant and property owner, stated that he would have the entire residence finished with horizontal siding and painted the same color to address the concerns.

The RDRC discussed the concerns received regarding privacy and asked that the bathroom window be obscure glass on the right side elevation on the second floor.No additional changes were made to the window locations on the second floor.

Commissioner Royce confirmed with the RDRC that the changes to the residence would include: obscure bathroom window on second floor, horizontal siding for the entire residence and painting the structure one body color.

M/S McClure/Royce to approve the 1,360 square foot first and second floor addition at 1521 Cedar Street as proposed, based on the four findings contained in the staff report and subject to the 11 conditions of approval, the 11th condition requiring the exterior finish to be siding for the entire proposal and painted the body color (pale sagebrush) and that the 2nd floor bathroom window be obscure glass.Motion passed 3:0:0.

c)1951 EUCALYPTUS AVE - Request for a proposed new two-story residence of approximately 3,276 square feet, including the new two car garage area at 1951 Eucalyptus Avenue, San Carlos (APN: 050-314-170). The proposal includes the demolition of the existing one-story residence and detached two-car garage.The floor area will total 3,276 square feet, which exceeds the Floor Area Threshold of 3,000 square feet by 276 square feet or 9.2%.

Serena Ponzo, project planner, made a brief presentation on the item and answered questions of the RDRC.

Steve Simpson, project architect and David Newman, property owner, were present to answer questions of the RDRC and public present.

Commissioner Higgins complemented the plan set, its content and the design of the new residence.She then stated that the submittal was an excellent guideline to present to prospective applicants.

Steve Simpson, project architect, made note of a minor correction on the plans to the property owner’s name.(David Young is incorrect – the name should be noted as David Newman)

David Newman, property owner, explained his reasons for the proposal and his concern for development on Eucalyptus as motivation for the proposed design.

Commissioner McClure complemented the plans submitted and the design proposed.

Commissioner Royce stated that Eucalyptus is a beautiful street and the new home will be a great addition to the neighborhood.

M/S Higgins/McClure to approve the new two-story residence of 3,276 square feet at 1951 Eucalyptus Avenue as proposed based on the four findings contained in the staff report and subject to the 19 conditions listed in the Code Compliance Certificate.Motion passed 3:0:0.

IV. Other

Serena Ponzo, Project Planner, presented the option of beginning the November 19th meeting at 4:30 to insure full attendance of RDRC is present.

The RDRC agreed to begin the November 19, 2007 meeting at 4:30pm.

V. Public Comment

None.

VI. Adjournment

Commissioner Royce adjourned the meeting at 5:45 pm.
