Approved Minutes

I. Meeting Called to Order

Commissioner Royce called the meeting to order at 5:00pm.

II. Consent Items

a) Approval of RDRC minutes for the RDRC meeting of November 19, 2007.

M/S Higgins/McClure to approve the RDRC minutes for the RDRC meeting of November 19, 2007 as presented.Motion passed 3:0:0.

III. New Items

a) 211 LEMOORE DRIVE - Review of a proposed first floor addition of approximately 38 square feet, and a second floor addition of 1,093 square feet to an existing two story residence. The square footage of the residence, including the new addition and garage areas will total 3,373 square feet, which exceeds the Floor Area Threshold of 3,015 square feet by 358 square feet or 11.8%.

Serena Ponzo, Planner, recused herself from the project review due to conflict of interest with the property.

Deborah Nelson, Planning Manager, made a brief presentation on the item and answered questions of the RDRC.

M/S Higgins/McClure to approve the 38 square foot first floor addition and 1,093 square foot second floor addition to an existing one story residence at 211 Lemoore Drive, San Carlos, based on the four findings contained in the staff report and subject to the 9 conditions of approval.Motion passed 3:0:0.

b) 143 SUNNYDALE AVENUE - Review of a proposed new two story residence of 3,836 square feet with a new below grade basement area of 645 square feet and the retention of the existing detached garage of 359 square feet for a workshop room. The total square footage proposed is 4,840 square feet, which exceeds the Floor Area Threshold of 3,050 square feet by 1,790 square feet or 58.7%. The proposal includes the demolition of the existing one story residence.

Serena Ponzo, project planner, made a brief presentation on the proposal & revisions made.

Members of the public were present as follows:

  • Alfredo Reyes & Surita Degan of Stewart & Associates.
  • Joanne & Barry Daniels, property owners, were present.
  • John Dusel, 1624 Eaton Avenue, expressed support for the project and stated the new residence would be a great improvement to the neighborhood
  • Andrew Demkin, 147 Sunnydale Avenue, was present.

M/S McClure/Higgins to approve the new two-story residence of 4,840 square feet at 143 Sunnydale Avenue, San Carlos, as proposed, based on the four findings contained in the staff report and subject to the 22 conditions listed in the Code Compliance Certificate; the 20th condition requiring a minimum five foot screening wall on the second floor master bedroom balcony on the right side, the 21st condition requiring obscure glass in the window above the master bathroom tub on the right side and the 22nd condition requiring landscape screening of evergreen trees on the right side.Motion passed 3:0:0.

c) 276 CLUB DRIVE - Request for a proposed addition to the two lower levels of the residence, including the conversion of existing crawl space to living area for a total increase of 1,886 square feet. The proposal also includes the expansion of a rear yard deck. The property Floor Area Threshold (FAT) is 3,000 sq. ft. due to the lot size and slope and the total proposed floor area of the residence is 5,995 square feet, which exceeds the Floor Area Threshold by 2,995 square feet or 99.8%.

Serena Ponzo, project planner, made a brief presentation on the item and answered questions of the RDRC.

Nadia Haque, property owner of 276 Club Drive and applicant, was present to answer questions of the RDRC and stated that she has obtained both geotechnical and geological reports for the project.

M/S McClure/Royce to approve the lower level additions of 1,843 square feet to an existing two story residence and expansion of a rear yard deck based on the four findings and subject to the 14 conditions of approval; the 14th condition requiring the Fire Department to assess the residence and its existing location in the wildland interface zone and the requirement for a defensible space.Motion passed 3:0:0.

IV. Other

a) December 17th RDRC meeting will begin at 6:00pm in Library Conference Room B, 2nd Floor

Staff added that Lee Thompson, RDRC alternate of the Planning Commission, would be attending the meeting

VI. Adjournment

Commissioner Royce adjourned the meeting at 5:35pm.
