Approved Minutes
I. Meeting Called to Order
The meeting was called to order by Chair Thompson at 5:40 PM.
II. Consent Items
M/S Thompson/Higgins to approve the minutes for the May 5, 2008 meeting.Motion passed 2-0.
III. New Items
Review of a proposed 717 square foot first and second story addition to an existing two-story residence located at 569 Dartmouth (APN 049-211-360).
Planner I, Gavin Moynahan presented the item.In response to a question, Daniel Biermann, designer, stated that all windows along the front elevation will have shutters to match the existing. Mr. Biermann also stated that a railing along both sides of the front porch is not necessary due as the grade change only 6”-7”. Committee member Higgins asked about use of divided light windows on the rear addition only?Mr. Biermann responded in the affirmative stating that the applicant desired to reuse existing divided light doors. Committee member Thompson requested a condition of approval to require the addition to match the colors and materials for the existing residence.
M/S Higgins/Thompson to approve the application with modification to condition #1 to include shutters on all windows along the front elevation and the colors and materials of the addition to match the existing residence. Motion passed 3-0.
Committee member Thompson advised of the 10-day appeal period.
Review of a proposed new 3,522 square foot three story residence at 239 Manor Drive (APN 049-133-530).
Principal Planner, Lisa Costa Sanders presented the item.Ed Tonaka, Architect, presented a model of the proposed residence and reviewed the design features. He indicated that the proposed building color and material was selected to match the rock at the site. Mr. Tonaka also stated that the use of wood beam to match to color of the oak trees at the site and use of windows for transparency.
Committee member Higgins asked about the use of the studio?Alex Bagerman, property owner stated the studio will be sculpture studio for his personal use. Tatyana Bagerman noted what a beautiful site it is and their design to fit into the natural environment.
Elizabeth Pirelli, 245 Manor, expressed her appreciation to the Bagerman’s for conducting neighborhood outreach and stated her support for the proposed residence. She expressed concern with grading operations, number of truck trips, construction traffic and parking.
Commissioner Thompson requested close coordination by staff as there are a few projects within close proximity.
M/S Higgins/McClure to approve the application with modifications to the following conditions. Motion passed 3-0.
1. Condition #14v to limit construction hours to 8:30 am until 5:30 pm Monday through Friday and Saturday and Sunday from 9:00am until 5:00pm.
2. Add condition 17 to require a construction management plan shall be submitted prior to issuance of a building permit. The plan shall include material storage, construction parking and construction staging.The Plan shall be reviewed by the Building Official and Public Works Director, with coordination with other construction projects in the immediate vicinity.
3. Add condition 18 requiring a driveway turning radius plan shall be submitted showing vehicles have adequate distance to turn-around from the garage to exit the driveway head first.
Committee member Thompson advised of the 10-day appeal period.
