1. Meeting Called to Order
The meeting was called to order at 7:05 p.m.

Commissioners present: Paul Spagnoli, Jason Mansfield, Thomas Feledy, Jack Baumgarten, Margaret Pye.
Commissioners absent: Tony Panero, Gail McPartland
4. Determination of Terms of Office
A lottery was held to determine terms of office resulted in the following terms of office for commissioners present:
- Paul Spagnoli 2 years
- Thomas Feledy 1 year
- Jack Baumgarten 1 year
- Margaret Pye 3 years
- Jason Mansfield 3 years
5. Election of Officers
- Paul Spagnoli was elected Chairperson
- Margaret Pye was elected Vice Chairperson
- Gail McPartland was elected Secretary
6. Changes to the Order of the Agenda
None
7. Information Items
a. Director Mokhtari presented a review of Ordnance 1383 which requires that the commission shall meet when necessary but a minimum of 4 times a year.He recommended that the commissioners keep the 3rd Tuesday of every month open. Public notice will be made on the Thursday prior to the scheduled meeting. Staff will only notify the commissioners if a meeting is not going to be held. There will be no public notice that a meeting will not be held.
b. As a matter of procedure, the agenda items prepared by staff and the Chair will be emailed to each commissioner prior to the meeting.Commissioners are requested to request information from the staff via email as opposed to making an agenda item out of it unless the Chair decides to place the item on the agenda.
c. Commissioner Spagnoli requested a refresher study session for the Commission on the subject of the Brown Act at a convenient time.
Director Mokhtari agreed.
d. Commission Reports will be for information only.
e. Commissioner Pye advised the Commission that the Safe Routes to School Information briefing will be held at White Oaks School on Thursday, May 3, 7-9 p.m.Everyone is encouraged to attend.The invitation will also be posted on the city web site.RSVPs are requested.
8. New Business
a. The Commission voted to excuse Commissioner Panero from meetings until August, 2007.Motion by Commissioner Feledy, seconded by Commissioner
Pye, carried by 4:1 vote.
b. The Commission reviewed and discussed the staff report regarding San Carlos Ave. traffic and alternative pedestrian safety proposals for the intersection of Chestnut Street and San Carlos Ave.
Public comment was received on the issue of the crosswalk.
There was a motion and a second to proceed with California Vehicle Code (CVC) required procedure for elimination of the crosswalk. The motion failed with 2:3 vote.
There was a motion and a second for not doing anything at the intersection and the motion failed with 2:3 vote.
Commissioner Baumgarten moved that further discussion of the crosswalk at the Chestnut Street/San Carlos Avenue intersection, be delayed until a future meeting after which adequate public notice can be given.Motion was seconded and carried 3:2.
c. Director Mokhtari presented a report on the proposed transportation related Capital
Improvement Project for 2007/8 fiscal year.
