Meeting Called To Order

The meeting was called to order at 7:00 p.m.

Commissioners present: Paul Spagnoli, Jack Baumgarten, Gail McPartland, Jason Mansfield, Thomas Feledy and Tony Panero

Commissioners absent: Margaret Pye

Staff present: Parviz Mokhtari

3. Approval of Minutes

a) Minutes of December 18, 2007 were approved. Moved by Panero/Feledy; passed with Baumgarten and McPartland abstaining.

4. Commissioner's Report

5. Introduction to Safe Route to Schools Committee (No action required)

Marie Camenzind of the Safe Route to Schools Committee provided an overview of the committee, significant issues and needs in San Carlos. The committee will be making the same presentation to City Council in the near future.

6. Staff Report (Information items only.No action required)

a) Safe Route to Schools

b) Old County Road

c) Holly Street / 101 overpass Class III bike route

d) Funding applications

7. New Business

a) Adoption of the Commission Work Plan for 2008/2009 fiscal year – The draft work plan was reviewed with corrections made for consistent wording. Moved by Feledy/McPartland to adopt the Commission Work Plan for 2008/2009 fiscal year with corrections; approved unanimously.

b) Consideration of approving the location of Sharrows in the travel lanes – Mokhtari reviewed placement of Sharrows using the Caltrans standard within the city. Moved by Feledy/Panero to adopt the Caltrans standard for Sharrows; approved unanimously.

c) Consideration of the Traffic Engineer’s report regarding the intersection of Rosewood Avenue and Morse Blvd – the independent traffic study of the intersection recommends yield signs be placed on west bound and east bound Morse Ave. The study finds stop signs are not warranted.

Public Comment:

Brian Morearty, 1552 Morse Blvd, supports yield sign.

Adam Rak, 1553 Morse Blvd, opposes yield sign. Would like city to look beyond sign and consider parking controls.

Nancy Schmidt, 949 Rosewood, supports yield sign. Would prefer stop sign and has questions regarding data collection for study.

Rick Hooper, supports yield sign; would prefer stop sign.

Allison Rak, 1553 Morse Blvd, supports yield sign.

Moved by Feledy/McPartland to post yield signs as recommended; approved unanimously.

8. Public Comment

Suzanne Dunlap commented on parking on Old County Road and possible bike lanes.
